About this opportunity
The Department of the Army European Command seeks design-build construction of a water supply and storage system for Bazum Village in northern Armenia, with proposals due September 17, 2026 at 1000 hours UTC+2, amended from the initial September 8 deadline. The procurement uses full and open competition for one firm fixed price design-build contract, with no set-asides.
Place of performance is Bazum, Armenia (coordinates 4054'6.89"N, 4425'40.38"E). The project scope includes site preparation, two 100,000-liter water storage tanks, chlorination and pump treatment enclosure, electrical and communications infrastructure, security systems including CCTV and intrusion detection, and either a river-fed stilling basin with intake structure (Option 1) or a drilled groundwater well estimated at 150 meters depth (Option 2). The government will determine the water source option after completing a hydraulic study of the watershed as part of this contract. The facility must have a minimum 25-year design life.
Contract performance spans 600 calendar days from Notice to Proceed (estimated October 14, 2026 to June 5, 2028). The estimated project magnitude is between $350,000 and $800,000 USD, with award in U.S. dollars. The NAICS code is 237110, Water and Sewer Line and Related Structures Construction; PSC Y1NE, Construction of Water Supply Facilities.
Proposals must be submitted electronically in two volumes: Volume I (technical approach and past performance, maximum 20-page technical narrative plus 8-page schedule narrative) and Volume II (price, administrative requirements, bonding, and SAM certifications). Offerors must provide financial assurance of 10 percent of proposed price through certified check, bank letter of guarantee, performance bond, or irrevocable letter of credit within 14 days of award. Past performance documentation requires up to five relevant projects completed within the last ten years, with preference for U.S. Government experience. A pre-proposal site visit occurred August 18, 2026; advance registration was required.
Design and construction work must comply with host nation building codes or, in their absence, Eurocode, International Building Code, and applicable UFC standards. The contractor must engage an independent, licensed structural proofing engineer at contractor expense to review and stamp all structural calculations and drawings. All contract documentation must be in English, with English-fluent personnel required on-site at all times. Evaluation emphasizes technical approach, schedule realism, past performance confidence assessments, and price reasonableness, with no trade-offs between technical and price factors permitted.
Amendment 0001 (August 17) added Section 01 22 33 (Price and Payment Procedures) as Attachment 17. Amendment 0002 (September 9) extended the proposal deadline to September 17.
