IMPORTANT NOTES:
Basis for Award: The Government intends to award a contract to the responsible offeror whose proposal represents the highest technical rating. Price will not be used to rank proposals but will be evaluated for fairness and reasonableness for the highest technically rated proposal. The Government will not consider tradeoffs between cost or price and non-cost or non-price factors.
Initial Offer: Offerors are encouraged to include their best technical and price terms in their initial offer. The Government reserves the right to award a contract based on the initial proposals received, without discussions. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint.
4.2. Ratings: Evaluators will apply the rating for the definition that most closely matches the evaluation.

4.3. Definitions:
4.3.1. Adverse Past Performance: is defined as past performance information that supports a less than satisfactory rating on any evaluation. This includes unfavorable comments received from sources such as Past Performance Questionnaires (PPQs) or interviews that have not yet been finalized within a formal rating system (e.g., CPARS). The Government will provide offerors an opportunity to address adverse past performance to which they have not previously had an opportunity to respond. See AFARS Appendix AA (Army Source Selection Supplement), Chapter 5
4.3.2. Clarification: Discretionary exchanges between the Government and offerors used to resolve minor or clerical errors, address ambiguities, or discuss adverse past performance. While clarifications may be used to enhance the Government's understanding of perceived deficiencies or weaknesses, they do not permit offerors to revise their proposals, cure material omissions, or alter technical or cost elements. The Contracting Officer may conduct clarifications with one or more offerors at any time without the obligation to conduct them with all. See RFO 15.202(a)(2)
4.3.3. Deficiency: is any part of an offer that does not conform to a material requirement of a RFP.
A material requirement is one that affects price, quantity, quality, or delivery, or that the RFP requires to be met at the time of proposal submission. See RFO 15.001.
4.3.4. Significant Strength: is an aspect of an Offeror's proposal with appreciable merit or will exceed specified performance or capability requirements to the considerable advantage of the Government during contract performance.
