1. In response to Q & A number 125, the Government states: "...Data entry/verification for an IV case takes approx. 15 minutes per case on average. Form/document review takes an average of 10 minutes for an MIV case and 16 minutes for a paper case."
a. Please confirm that the average Form/document review time provided in the Government's answer to Q & A 125 describes the time it takes to complete one review of a case, and that a single case may go through several reviews depending on how often documents are updated to the case.

No. The historical number of MIV reviews per case does not inform the future state. Reviews per case, whether MIV or legacy paper based, can/do change based on policy or procedural updates; they also vary depending on other factors independent of the visa processing system used to review the documents.

2/14/2019 - This notice posts updates to Section L 12.6. An excerpt of the changed language is below and the amendment is attached:
The Oral Presentations will take place in one of the Department of State conference rooms in SA-17, or a conference room to be identified. The conference rooms consist primarily of a rectangular conference table encircled by chairs. Chairs are also available around the perimeter of the room. Conference rooms contain a desktop computer with access to Department of State networks, as well as a keyboard, mouse, and one or more large monitors. Although outlets for laptops and other electronic devices are available, the Department of State requests that Offerors not bring any electronic or audiovisual equipment in support of their presentation (e.g., laptop, projector, screen, etc.). Please note that personal and corporate devices are not permitted to connect to Department of State networks or hardware. If requested by the Offeror, the Department of State will use the presentation capabilities of the conference room (i.e., the in-room desktop computer, peripherals, and monitor(s)) to display the Offeror's presentation using the version submitted on the Offeror's CD (as noted in L.12.5). If use of conference room presentation capabilities is requested, the Offeror will retain control of when slides advance or reverse throughout the presentation. The Offeror may bring additional printed copies of the presentation for attendees, however the Government will not accept any other materials and the Offeror shall collect all additional printed copies at the conclusion of the presentation. The Department of State will entertain requests to view conference rooms in advance of a presentation by scheduling an appointment with the contracting officer, however appointments may not be feasible subject to room availability. Such appointments must be scheduled no later than one (1) full business day before an Offeror's scheduled oral presentation and shall not interfere with a presentation or other meeting in progress. The Offeror may not audio or video record its own presentation and shall not be reimbursed for any costs associated with the presentation.

10/29/2018 - This notice provides clarification regarding the upcoming Site Visits through an updated attachment for registration.
To clarify, the site visit attendance REQUIREMENT is for small business Prime vendors. If a small business vendor does not attend both site visits, it will be ineligible to submit a bid. If the small business Prime wants to use one of its two representative nominations for a subcontractor, that is at the discretion of the small business prime. Either way, any small business vendor intending to prime will be given priority to use their two spots. The Government will evaluate all of the RSVPs based on this priority. After review, if the Government is able to accommodate all of the Primes (ideally 2 representatives per vendor), then we will review registrations for subs or others. All submissions must be filled out completely including the "prime" vs. "sub" determination.

This posting serves as the official Presoliciation Notice. The Department of State intends to issue a solicitation for Visa Support Services at the National Visa Center in Portsmouth, NH and the Kentucky Consular Center in Williamsburg, KY. This opportunity is a small business set-aside.

The solicitation will result in a single-award hybrid contract, with a combination of firm fixed price, labor hour, and cost reimbursable line items for a base year and four one-year option periods. The North American Industry Classification System (NAICS) code is 541513, Computer Facilities Management Services.


Paper copies of the solicitation will not be mailed. The Department of State (DOS) intends to issue a solicitation for Visa Support Services at the National Visa Center in Portsmouth, NH and the Kentucky Consular Center in Williamsburg, KY. This opportunity was originally posted as an RFI under solicitation #19AQMM18RXXXX and 19AQMM18RXXX1.
