About this opportunity
Air Force Special Operations Command seeks to restore and upgrade video teleconferencing systems at Cannon Air Force Base, New Mexico, with quotes due July 30, 2026 at 7:00 a.m. Mountain Daylight Time. The procurement is a Total Small Business set-aside.
Place of performance is Clovis, New Mexico. The work comprises three distinct rooms: Room 515 (44 feet by 66 feet) requires troubleshooting and repair of an existing VTC system within 90 calendar days of award; Rooms 119 and 121 (each 22 feet by 22 feet) require new complete VTC installations capable of independent operation within 180 calendar days of award. All systems must support both SIPR (classified) and NIPR (unclassified) operations using a Belkin F1DN002MOD-KM-4 KVM switch and operate with Microsoft Teams, Zoom, WebEx, and other Government-approved platforms via Government-furnished BYOD laptop connectivity.
Technical requirements include FIPS 140-2 or FIPS 140-3 validated cryptographic modules for encryption and authentication, with wireless, Bluetooth, and cloud-based management features disabled unless approved. For Rooms 119 and 121, contractors must furnish specified equipment including two 75-inch 4K displays, dual PTZ auto-tracking cameras, a Cisco Codec Pro G2, ceiling microphone arrays, hardwired speakers, a Crestron DSP, and control systems. TAA-compliant "or equal" products are acceptable if compatible with existing infrastructure and NIPR/SIPR compliant. Room 515 requires cable remediation and replacement of one non-functional television and two ceiling speakers. All contractor personnel must comply with Cannon Air Force Base access and security requirements and demonstrate prior experience integrating VTC systems within Department of Defense enterprise environments.
The solicitation incorporates DFARS clauses addressing cybersecurity, covered defense telecommunications equipment prohibitions, sanctions compliance, and ethics requirements. A minimum one-year warranty on installed equipment covers defects in material and workmanship. Four optional contract years for VTC maintenance and support are priced as fixed-price annual retainers with response times of two weeks for system malfunctions, though alternative response times may be proposed. The NAICS code is 334310, Audio and Video Equipment Manufacturing; PSC code is J059.

DESCRIPTION OF SERVICES
The contractor shall provide all labor, materials, equipment, tools, materials, supervision, and services necessary to restore and upgrade the 27 SOSS Video Teleconference system to support Government provided bring-you-own-device (BYOD) laptop connectivity. The completed system shall allow users to connect a Government laptop and conduct video teleconference meetings using Microsoft Teams or other web-based collaboration platforms.
Room 515 VTC System
The existing VTC system includes installed display, camera, audio, and associated connectivity components. The Government has identified that one camera and one television display are not currently functioning as intended due to suspected connection or signal-path issues. This may be due to wires on the floor around the podium being frayed and damaged due to individuals tripping and stepping on them.
The contractor shall troubleshoot, repair, configure, replace, or provide necessary connection hardware, adapters, converters, cabling, control interfaces, or similar components required to restore system functionality. The contractor shall ensure all connected VTC devices communicate properly and that the system supports laptop-based VTC operation.
Room 119 & 121 VTC System
Rooms 119 & 121 require new, complete, fully functional video teleconferencing systems. The contractor shall furnish and install all equipment, cabling, adapters, mounting hardware, configuration, programming, and incidental materials required to provide laptop-based Microsoft Teams VTC capability in each room. The completed system(s) shall allow Government users to connect a Government-furnished laptop to conduct video teleconference meetings using the room display, camera, microphone, and speaker system.
Room 119 and 121 have a partition separating the rooms but will operate as one VTC system.
