About this file
This is a Performance Work Statement (PWS) for a Video Teleconferencing (VTC) Upgrade and Integration project at Cannon Air Force Base, New Mexico, specifically for Rooms 119 and 121 within the 27th Special Operations Support Squadron facilities in Building 724.
The contractor must provide all labor, materials, equipment, tools, transportation, and supervision to upgrade and integrate video teleconferencing capabilities supporting Department of Defense collaboration platforms including Microsoft Teams, Zoom, and WebEx through a Bring Your Own Device (BYOD) interface. The system must deliver high-definition video, integrated audio, and automated camera tracking to support conference and briefing operations. The performance period is 180 calendar days from contract award, with final acceptance following successful functional testing and demonstration to Government personnel.
The minimum system components specified include two 75-inch 4K Professional displays (no Wi-Fi or Bluetooth), wall-mounted tilts, power distribution with surge protection, a 3-Series 4K DigitalMedia Presentation System, dual DigitalMedia 8G+ transmitters and receivers, a Fixed I/O DSP with AEC and Dante audio networking, an X-Series 300W amplifier, two Saros in-ceiling loudspeakers, a Conferencing Ceiling Array Microphone, a Cisco Webex Codec Plus with hardware-based conferencing, two 12X 4K AI PTZ auto-tracking cameras, an HDMI to USB converter for BYOD support, a 10.1-inch touchscreen control unit, a managed network switch, a 1500VA UPS backup power system, and energy monitoring power conditioning. All components must support TAA compliance where applicable and integrate with existing audiovisual infrastructure.
Cybersecurity requirements mandate FIPS 140-2 or FIPS 140-3 validated cryptographic modules for encryption, authentication, and secure management functions, configured for approved/FIPS mode when used for classified operations. All wireless, Bluetooth, cloud-based management, and recurring-license features must be disabled unless specifically approved by the Government. The contractor must complete functional testing verifying video conferencing connectivity, camera tracking, audio transmission, USB integration with Government-provided laptops, and camera switching capability before final acceptance.
The PWS includes four optional contract years for guaranteed VTC maintenance and support covering remote troubleshooting, onsite support, system diagnostics, configuration assistance, corrective maintenance, and restoration support provided on a fixed-price annual retainer basis. Pricing must clearly identify response times, remote support, onsite support, service-call limits, labor-hour limits, parts, materials, and travel inclusions. A minimum one-year warranty on all installed equipment and workmanship begins upon Government acceptance and covers defects in material, hardware, and workmanship, including repair, replacement, labor, parts, travel, and onsite service at no additional cost.
