Performance Work Statement Summary: Video Teleconferencing System Troubleshooting, Repair, and Integration Room 515

This is a Performance Work Statement (PWS) for video teleconferencing (VTC) system troubleshooting, repair, configuration, and integration services at Cannon Air Force Base, New Mexico. The contractor must assess, troubleshoot, repair, and restore operational VTC capability within the 27th Special Operations Support Squadron facilities located in Building 724, Room 515, within 90 calendar days of contract award. The primary objective is to identify and correct deficiencies in the existing VTC system to provide a reliable, user-friendly, and fully functional conferencing capability supporting Department of Defense collaboration platforms including Microsoft Teams, Zoom, Webex, or other Government-approved platforms. The contractor shall provide all labor, materials, equipment, tools, transportation, supervision, and technical expertise necessary to complete the work, with final acceptance contingent upon successful functional testing and demonstration to Government personnel.

The PWS specifies minimum technical capabilities including high-definition video conferencing, integrated audio-video synchronization, clear audio pickup and output, reliable connectivity between Government-provided devices and the installed system, camera switching capabilities, and stable operation without excessive user troubleshooting. The contractor must troubleshoot existing components (cameras, microphones, speakers, codecs, cabling, control systems) and signal flow across multiple interfaces, then provide necessary replacement parts and materials as commercial items compatible with existing infrastructure. Cybersecurity requirements mandate FIPS 140-2 or FIPS 140-3 validated cryptographic modules for encryption and authentication services, with wireless, Bluetooth, and cloud-based management features disabled unless approved. Installation and integration activities include equipment removal/disposal, component installation, cable management, configuration, and system verification. The contractor must provide basic operational documentation and training, plus deliver a minimum one-year warranty covering defects in material and workmanship. An optional pricing element requests four separate option years of guaranteed VTC maintenance and support for rooms 515, 119, and 121, provided as fixed-price annual support/retainer amounts. Contractor personnel must possess demonstrated experience integrating VTC and audiovisual systems within Department of War enterprise environments and comply with Cannon Air Force Base access and security requirements.

3.1 VTC and Collaboration Capability

The restored system shall support software-based video conferencing using a Government-provided laptop or workstation through a simple user connection. The system shall support collaboration platforms such as Microsoft Teams, Zoom, Webex, or other Government-approved conferencing platforms.

The system shall provide, at a minimum:

• High-definition video suitable for conference, briefing, and collaboration use.

• Integrated audio and video synchronization.

• Clear audio pickup and output suitable for professional conferencing.

• Reliable connectivity between Government-provided devices and the installed VTC/audio-visual system.

• Ability to use existing or repaired cameras, microphones, displays, speakers, cabling, control interfaces, and other audiovisual components as required.

• Ability to switch between available video sources or cameras, as applicable to the existing system design.

• Camera tracking or speaker-tracking capability if supported by existing equipment or required to restore the intended system function.

• Stable and repeatable operation without excessive user troubleshooting.

3.2 Troubleshooting and Repair

The contractor shall inspect and troubleshoot the existing VTC system to identify causes of system failure, degraded performance, or operational limitations. Troubleshooting shall include, as applicable:

• Existing cameras, microphones, speakers, displays, codecs, converters, extenders, control systems, switching equipment, cabling, connectors, power supplies, and rack-mounted equipment.

• Signal flow for video, audio, control, USB, HDMI, network, and other relevant interfaces.

• Configuration settings, firmware/software settings, routing, source selection, control programming, and user interface functions.

• Cable pathways, terminations, adapters, and connection points.

• Compatibility between existing equipment and Government-approved conferencing platforms.

• Any missing, obsolete, damaged, incompatible, or improperly configured components affecting system functionality.

The contractor shall correct identified issues necessary to restore required VTC capability. Repairs may include replacement of defective or incompatible components when required to achieve the required performance outcomes.

3.3 Replacement Parts and Materials

The contractor shall provide any replacement parts, materials, cabling, connectors, adapters, mounting hardware, power supplies, converters, extenders, control components, or integration hardware necessary to restore the system to the required operational capability.

Replacement components shall be commercial items suitable for professional audiovisual and VTC integration.

Components shall be compatible with the existing infrastructure and shall not reduce system capability, reliability, security, or maintainability.

Brand names are not required. Any proposed replacement equipment shall meet or exceed the required performance capabilities and shall be compatible with existing Government infrastructure.

3.4 Cybersecurity and Encryption

Any component that performs encryption, authentication, secure management, signaling media transport, remote access, or other cryptographic services shall use FIPS 140-2 or FIPS 140-3 validated cryptographic modules, as applicable, and shall be configured to operate in the approved/FIPS mode when used for SIPR or other Government0direct classified operations.

All wireless, Bluetooth, cloud-based management, and recurring-license features shall be disabled or excluded unless specifically approved by the Government.

4. Installation and Integration Requirements The contractor shall integrate repaired or replacement components with the existing audiovisual and VTC infrastructure within the facility.

Installation and integration may include:

• Removal and disposal of obsolete, defective, or unused VTC equipment as approved by the Government.
