About this file

This is a Questions and Answers (Q&A) document for a federal VTC (Video Teleconferencing) system procurement involving three rooms at an Air Force facility. The document addresses 52 clarification questions from industry regarding requirements, equipment specifications, and contract scope.

Project Scope and Room Configuration: This is a brand-new contract with no incumbent contractor. Rooms 119 and 121 (each 22ft x 22ft with 9ft ceilings) require completely new VTC systems operating as one combined unit with the ability to shut off Room 119 independently. Room 515 (44ft x 66ft with 9ft ceiling) requires repair of existing VTC equipment. Room 119 will house the cooling rack containing VTC equipment. Rooms 119 and 121 require a 180-day period of performance; Room 515 requires 90 days. Post-award site visits are not required but welcomed.

Equipment and Technical Requirements: For Rooms 119 and 121, contractors must provide one camera per room (two total), four ceiling speakers per room (eight total), and ceiling microphones as determined by industry design. The solution requires one touch panel per room and one codec. The only acceptable KVM switch for AFSOC SIPR network is Belkin F1DN002MOD-KM-4; the only acceptable codec is Cisco Codec Pro G2 (as of July 27, 2028). Four programmable electronic message signs are required—two exterior (one per room) and two interior (one per room near podium/screen)—sized to be readable at 15 feet with red text displaying "Classified" and "Unclassified" status. All devices must be 889-compliant, NIPR/SIPR compatible, and exclude Bluetooth, WiFi, and cameras unless specifically purchased. The solution must support BYOD with USB-C single-cable connectivity allowing laptop access to room cameras, microphones, and speakers. Shielded CAT6 cable is acceptable; fiber optic is preferred. Room 515 requires cable remediation to remove floor hazards and route cables through drop ceiling panels to the server rack. The government will provide SFP modules for network switches and will not provide any government-furnished equipment for Rooms 119 and 121. The contractor must determine DSP, HDMI matrix switcher, and video input/output configurations necessary to support all equipment and operational requirements identified in the solicitation. A separate fixed-price quote must address identified failures: one TV requiring rewiring due to frayed cables and two ceiling speakers requiring replacement.

Network and Classification Requirements: All VTC systems must support both SIPR (classified) and NIPR (unclassified) operations using a KVM switch to toggle between networks. When using SIPR, a codec is required; NIPR usage (Teams, Zoom, Webex) operates through the laptop without codec requirement. FIPS encryption compliance is mandatory. Room 515 requires a new KVM switch to enable SIPR/NIPR switching. No wireless devices are permitted due to SIPR restrictions; all microphones are hardwired with coverage throughout rooms to allow classroom question-and-answer functionality.

Support and Compliance: The government requests a two-week response time for system malfunctions but will consider alternative response times. A four-option-year VTC support plan must clearly identify response times, remote/onsite support availability, service-call limits, labor-hour limits, parts/materials, travel costs, exclusions, and billable costs. "Or equal" products are acceptable if compatible with existing infrastructure, NIPR/SIPR network-compliant, and 889-compliant with appropriate FIPS encryption. Equipment lists provided are guidelines only; contractors must determine necessary equipment to meet contract objectives. No Cisco SmartNET contract currently exists. The government has no knowledge of CCO (Cisco support access) availability.

1. Is this a brand-new contract?

Answer: Yes, this is a brand-new contract.

2. Is or was an incumbent performing these services?

Answer: No

3. Could you please provide the current / previous contract number?

Answer: No current contract number exists; no previous contract number is known.

System has been semi-operational for the last 5 years, original install date is unknown.

4. Are Rooms 119 and 121 one combined system or two separate rooms?

The PWS refers to “Open Storage Area – Room 119 & 121” and lists one set of core equipment with two displays, two cameras, one DSP, one ceiling mic, one codec, and one control system. Please confirm whether Rooms 119 and 121 operate as one combined VTC area or as two independent rooms requiring separate source/control/audio zones.

Answer: These two rooms will operate as one combined VTC. The customer would like the ability to shutoff the VTC in room 119 while still allowing the VTC to operate in room 121.

Room 119 will house the cooling rack with the VTC equipment to operate the system.

5. Can the Government provide room dimensions, reflected ceiling plan, and photos of Rooms 119, 121, and 515?

This is needed to confirm display placement, camera coverage, ceiling microphone coverage, speaker coverage, cable pathways, rack location, and whether the listed quantities are sufficient.

Answer: Rooms 121 & 119 are 22ft by 22ft with approximately a 9ft ceiling. Room 515 dimensions are approximately 44ft wide by 66 ft long, ceiling height approximately 9ft tall.

6. For Rooms 119/121, is the Government requiring the exact listed equipment or are “or equal” products acceptable?

The PWS states brand names are for reference, and equivalent products may be proposed if they integrate with the existing infrastructure, but we should confirm that equivalent TAA-compliant Crestron/Biamp/Sennheiser/AVer/Cisco-compatible products are acceptable.

Answer: “Or equal products” are accepted but they must be compatible and allowed on the NIPR & SIPR networks, 889 compliant and obtain the appropriate FIPS encryption, as required.

7. Is the Cisco Webex Codec Plus Government-furnished and already available onsite?

The PWS lists one GFE Cisco Webex Codec Plus and one GFE Webex Room Navigator Control Unit. Please confirm these are already owned by the Government, functional, available for integration, and do not need to be supplied by the contractor.

Answer: No equipment is provided for rooms 119 & 121. Rooms 119 & 121 require an entirely new VTC system. Room 515 needs to be repaired, VTC equipment is installed.

8. Does the Government want the BYOD laptop to use the room cameras, microphone, and speakers over one USB connection?

The PWS calls out BYOD support, HDMI-to-USB conversion, and USB 3.0 extension. Please confirm the desired user workflow: laptop connects by HDMI/USB and uses the installed cameras, ceiling microphone, and speakers for Teams/Zoom/Webex.

Answer: This is for industry to determine but that sounds correct. When using SIPR, a codec is required but on NIPR TEAMS, Zoom, etc., will need access to the cameras, mic, etc. through the laptop. **Known acceptable KVM Switch for AFSOC SIPR system is Belkin F1DN002MOD-KM-4, known acceptable Codec is Cisco Codec Pro G2 as of 27 July 2028.**

9. For Room 515, can the Government provide the existing equipment list, make/model numbers, drawings, and current failure symptoms?

Room 515 is open-ended troubleshooting and repair. The PWS requires inspection of existing cameras, microphones, speakers, displays, codecs, converters, extenders, control systems, switching equipment, cabling, programming, and power supplies. Without the existing equipment list, pricing could vary significantly.

Answer: See answers to the below questions and attached pictures for more information.

10. Should Room 515 be priced as a fixed repair scope, or should replacement parts be priced as allowances/options?

Because Room 515 may require replacement of defective or incompatible components, please confirm whether the Government wants a fixed-price repair based on assumptions, or a separate not-to-exceed/material allowance for unknown replacement parts.

Answer: Thank you for the suggestion. At this time, this will remain a fixed-price repair contract. If components or devices are found to require replacement, the assigned Contracting Officer will make appropriate changes.

In room 515, we have one TV that powers on but doesn’t receive signal, and 2 ceiling speakers in the middle of room 515 that don’t receive power. The customer’s assumption is, the speakers need to be replaced, and the TV needs to be re-wired due to frayed cables on the floor near the podium. See attached picture.

**The customer would also like a solution to remove the cables on the floor near the podium, possibly running them up the wall, through the drop panel ceiling and back down to the server rack if possible. This would prevent future damage to the wires.**

11. Are programmable electronic message signs required to show classification/security status, room status, or custom messages?

Rooms 119/121 list two programmable electronic message signs, but the PWS does not clearly define what messages they must display, where they are mounted, or whether they integrate with the control system.

Answer: Thank you for this question. 4 message signs are needed for room 119 &121. One message sign outside of each room, 119 & 121, and one message sign inside of each room near the podium and next to the screen.

12. Are Rooms 119, 121, and 515 used for classified operations, SIPR, or only unclassified conferencing?

The PWS includes FIPS requirements when used for SIPR or other classified operations and says wireless, Bluetooth, cloud management, and recurring-license features must be disabled or excluded unless approved. Please confirm the classification level and whether SIPR integration is required.

Answer: All VTC systems will be used for both, SIPR and NIPR. A KVM switch will be needed to switch between SIPR and NIPR connections. Room 515 requires a new KVM switch to allow the VTC system to switch between NIPR and SIPR channels.

13. What are the required response times and limits for the four option-year VTC support plan?

The PWS asks for pricing to clearly identify response times, remote support, onsite support, service-call limits, labor-hour limits, parts/materials, travel, exclusions, and additional billable costs. GDL should ask if the Government has a preferred response time or if offerors may propose their own support structure.

Answer: The customer is requesting a 2-week response time after notification of a system malfunction. Offerors may propose a different response time, the Government will take it into consideration.

14. Is it possible to provide details of the equipment currently installed in Room 515 and if possible, some pictures would be very helpful?

Answer:

Touchscreen control panel – Crestron, model: TSW-1060-TTK-B-S

Cisco Webex Codec Plus, video-conferencing processor – Model: TTC7-25

See pictures for additional information.

15. What and how many microphones. Just one on the podium or wireless?

Answer: Due to SIPR being used, there are no wireless devices. Microphones and speakers are located through-out the room in RM 515 and are expected to be in room 119 and 121 to allow class members to ask questions and be heard.

16. What and how many cameras and where are they located?

Answer: 1 camera for room 119, 1 camera for room 121, and 515 is already equipped with 3 cameras.

17. The amplifier and speakers currently in use?

Answer: In room 515 yes, besides 2 speakers that aren’t currently receiving power. The assumption from the customer is that they need to be replaced.

18. The installed codec?

Answer: Cisco Webex Codec Plus, video-conferencing processor – Model: TTC7-25.

19. How many video inputs and outputs are required in Room 119 & 121?

Answer: The Government is not prescribing a specific number of video inputs or outputs.

The contractor shall determine and provide the quantity necessary to support all equipment, sources, displays, conferencing functions, and operational requirements identified in the solicitation. The quotation shall identify the proposed input/output configuration. Remember, the intent is for room 119 & 121 to be a single VTC, “bring your own laptop” setup.

20. Are we allowed to separate the HDMI Matrix switcher from the controller and make them separate devices?

Answer: The Government is not prescribing a specific DSP input/output count. The contractor shall size and configure the DSP to support all microphones, speakers, program audio, conferencing equipment, laptop connections, and other equipment included in its proposed solution. The quotation shall identify the proposed DSP capacity and configuration.

21. The RFQ requests a Fixed I/O DSP, how many inputs and outputs are required?

Answer: The Government is not prescribing a specific DSP input/output count. The contractor shall size and configure the DSP to support all microphones, speakers, program audio, conferencing equipment, laptop connections, and other equipment included in its proposed solution. The quotations shall identify the proposed DSP capacity and configuration.

22. For the purposes of flexible BYOD would the government desire USB-C connectivity that allows a 1 Cable solution at the laptop input for VTC purposes?

Answer: Yes.

23. The Crestron DM-TX-201-C is no longer available, does this transmitter only need to extend HDMI signals or is the USB HID functionality required?

Answer: The contractor shall propose a currently available equivalent capable of transporting all signals required by its proposed system design. HDMI signal extension is required. USB or HID functionality shall be included wherever necessary to support the proposed BYOD, peripheral, control, or conferencing functionality. The quotation shall identify the proposed replacement and its supported functions.

24. Please specify the use of the programmable electronic message signs and how they are to be programmed.

Answer: See question 11. The solution should provide an uncomplicated, user-accessible method for authorized Government personnel to update the displayed information without specialized programming knowledge. Any required software, licensing, controllers, or media platers shall be identified in the quotation. The sign needs to say “Classified” and “Unclassified”

25. Please specify the size of the programmable electronic message signs.

Answer: Size is for industry to determine but would be best if it could be read at least 15 ft away from the sign under 20/20 vision with red text.. All devices must be 889 compliant

26. Are TVs or monitors with programmable media players acceptable?

Answer: Yes, but all devices must be 889 compliant, not obtain Bluetooth or WIFI connection or have cameras installed of the devices unless we’re purchasing a camera of course. We must also ensure all devices are allowed to be on the SIPR and NIPR network, as applicable.

27. Are 10G SFP+ modules needed for fiber interface on the network switch?

Answer: SFPs will be provided by the Communications Squadron / Customer.

28. If so, please specify single mode or multi mode.

Answer: N/A

29. Is the network card required for the NEXYS UPS?

Answer: Unknown, but we’re also unsure why an UPS would connect to the network. We would prefer it doesn’t.

30. Is there an existing AV Rack that is to be reused?

Answer: No AV rack exists for room 119 & 121, these rooms require a completely new VTC setup. Room 515 does have an AV rack in use.

31. If so please provide pictures of the rack.

Answer: Pictures have been provided of room 515 AV rack.

32. If an existing GFP rack is to be utilized can the contractor provide a comparable rack and swap racks?

Answer: Room 119 and 121 do not have an existing rack. Swapping the rack in room 515 doesn’t seem to be in the best interest of the government at this time.

33. Can pictures of the rooms be provided?

Answer: All pictures that can be provided, have been provided.

34. The SOW for Room 119 & 121 specifies period of performance as 180 days and the SOW for Room 515 specifies period of performance as 90 days, are these correct or are they both supposed to be 180 days?

Answer: Solicitation dates are correct.

35. Please provide pictures of the equipment and rack in Room 515.

Answer: These have now been provided.

36. Can current drawings be provided of the system in Room 515?

Answer: Please review originally posted drawings.

37. Is a post-award site visit required for this job?

Answer: Negative but we would welcome a post-award site visit.

38. Can we propose an upgrade to fully support Teams SIPR/NIPR and the Cisco codec, keeping those existing elements which remain serviceable for now and easily replaced if they fail in the future.

Answer: Yes, unfortunately we may not have funding for such an upgrade. Please provide a separate quote for the proposed upgrade and the proposed fix.

39. The diagram shows three cameras, yet the rack picture only shows two. How many are needed?

Answer: In room 515, there are currently 3 cameras being used. For rooms 119 and 121, the customer wants 2 cameras, 1 in each room.

40. Can you confirm that VOIP connection is needed in rooms 119/121?

Answer: No known VOIP connection is required for this VTC, only an internet connection which our communication squadron provides.

41. Please confirm number of cameras in each room (119 & 121). The PWS indicates (2) 12x 4K AI PTZ with Auto Tracking Cameras, but the drawings show (4) cameras - (2) in each room

Answer: Correct, we apologize for this discrepancy. Only 1 camera is needed in each room, 119 & 121, total 2 cameras. Room 515 already has 2 cameras in place.

42. Please provide an updated equipment list with accurate quantity and models for Room 119 & 121

Answer: Equipment list remains the same and is to be considered a guide. Since the Government is not an expert on VTC equipment or the installation of the equipment, industry must determine what is necessary and how to meet the objectives of this contract.

43. Please confirm model of codec and quantity of codec.

a. The PWS indicates Cisco Webex Codec Plus, but this model does not support (4) Room Vision cameras – the Codec Pro G2 does.

Answer: As of 27 July, 2026 the only known acceptable KVM Switch for AFSOC SIPR system is Belkin F1DN002MOD-KM-4, while the only known acceptable Codec is Cisco Codec Pro G2. This is due to AFSOC specific restrictions.

b. The PWS indicates (1) Codec. Traditionally, for secure/unsecure designs we deploy (2) codecs – (1) for each classification

Answer: Understood, this is most likely an acceptable solution as long as we all understand that Air Force doesn’t do secure and unsecure anymore. In this case we’re focused on SIPR and NIPR. It’s expected that when using NIPR, we will not need to use a codec because TEAMS and other platforms being used will operate through the laptop. A codec is only required while using SIPR.

Additionally, Equipment list remains the same and is to be considered a guide. Since the Government is not an expert on VTC equipment or the installation of the equipment, industry must determine what is necessary and how to meet the objectives of this contract.

44. Please confirm quantity of 10” touch panels. Is one needed for each room? The PWS indicates only (1) touch panel.

Answer: Customer has revised their answer to 1 each touch panel for room 119, 121, and 515.

45. Please confirm quantity of speakers per room. The PWS indicates (2) ceiling speakers – is that (2) per room or (2) in total between 119 & 121?

Answer: Room 119 & 121 each have 4 ceiling speakers installed for a total of 8 ceiling speakers. These ceiling speakers most likely need to be replaced. Please remember, 119 & 121 require a completely new VTC package.

46. Please confirm quantity of microphone(s) per room. The PWS indicates (1) ceiling microphone. It is assumed that means (1) microphone per room – please confirm.

Answer: Equipment list remains the same and is to be considered a guide. Since the Government is not an expert on VTC equipment or the installation of the equipment, industry must determine what is necessary and how to meet the objectives of this contract.

47. Please confirm if Crestron NVX devices are acceptable to replace the DMPS 350 and KVM switch. In previous secure/unsecure deployments we’ve utilized NVX for video and KVM transport.

Answer: It doesn’t seem so. We found the Belkin F1DN002MOD-KM-4 to be the only allowed KVM switch on the AFSOC SIPR NET along with Cisco Codec Pro G2 as of 27 July 2028.

48. Please confirm the rack for Room 119 & 121 will be furnished by others. A rack is not indicated in the PWS

Answer: Negative, a rack will not be provided. Equipment list is to be considered a guide.

The Government is not an expert on VTC equipment or the installation of it.

49. Please confirm the speaker model numbers in Room 515

Answer: Our apologies, we’re unable to determine the speaker make or models in room 515.

50. Please confirm KVM switch model in Room 515 that needs replacement.

Answer: A KVM switch in room 515 doesn’t exist but is needed. We found the Belkin F1DN002MOD-KM-4 to be the only allowed KVM switch on the AFSOC SIPR NET.

51. Is the Cisco SmartNET contract number available and do you have CCO access for Room 515? Without this no contractor will be able to access/support/troubleshoot Cisco issues in this room.

Answer: Negative, no known Cisco Smart Net contract exists. We’re not familiar with the CCO abbreviation and for that reason are unable to provide additional information.

52. Is shielded Category 6 (F/UTP) copper cable an acceptable transmission medium for the NIPR/SIPR KVM and AV-over-IP signal paths in Rooms 119, 121, and 515, given the specific accreditation and area-classification boundaries of these spaces — or does the facility's TEMPEST/PDS posture require fiberoptic transmission and/or a Protected Distribution System per CNSSI No. 7003 for some or all of these cable runs?

Answer: Shielded CAT 6 cable is considered industry standard and will be considered acceptable for this contract. Fiber optic is always welcome.
