About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 seeks Basic Life Support (BLS) and Advanced Life Support (ALS) ambulance transports for eligible Veteran patients at Hudson Valley Healthcare System, with proposals due August 27, 2026.
Place of performance includes the Montrose and Castle Point campuses and service areas throughout Dutchess, Bronx, Kings, New York, Queens, Richmond, Rockland, Westchester, Delaware, Sullivan, Orange, Putnam, and Ulster counties in New York. The contractor must provide 24/7/365 availability with BLS units staffed by non-emergency attendants or drivers and ALS units staffed by paramedics or ALS-trained registered nurses or certified emergency medical technicians. Contracted personnel must hold valid Commercial Driver License (CDL) credentials, complete annual physical examinations, undergo criminal background investigations with fingerprints, pass drug and alcohol screenings, and maintain First Aid certification, all compliant with New York State Department of Health and Transportation requirements.
The base contract period runs October 1, 2026, through September 30, 2027, with four one-year renewal options extending through September 30, 2031. Pricing includes base rates for one-way trips within a 30-mile radius, mileage charges beyond that radius, and 15-minute wait-time increments beyond an initial 30-minute grace period. Orders are placed and tracked via VetRide Vendor Portal or VA-Approved Transportation Software, with invoicing submitted via electronic HCFA 1500 forms within 30 days of service. Six wage determinations apply across the service area counties, each with SCLS requirements; the most recent revisions were issued May 13, 2026.
Amendment 0002, issued August 4, 2026, clarifies that price schedule quantities represent annual estimates combining scheduled, unscheduled, add-on, and emergent orders without guaranteed distribution among trip types or demand conditions. The NAICS code is 621910, Ambulance Services; PSC is V225.
