About this file
This is Amendment 0002 to Solicitation 36C24227Q0007, issued by the Department of Veterans Affairs Network Contracting Office on July 30, 2026, for ALS and BLS Ambulance Transports serving the Hudson Valley Healthcare System. The amendment responds to vendor clarification questions and does not extend the offer receipt deadline unless specified in the original solicitation or prior amendments.
The amendment addresses five key vendor inquiries: (1) reconciliation of the September 30, 2027 delivery cutoff date in FAR 52.216-21(f) with four option periods extending through September 30, 2031, clarifying that orders and performance continue based on Government exercise of each option period; (2) minimum crew composition and clinical credentials for BLS and ALS transports, with the Government directing vendors to comply with Federal, State, and Local regulations and specifically referencing New York Department of Health and Transportation requirements rather than specifying exact staffing levels in the solicitation; (3) confirmation of Commercial Driver License requirements for ambulance drivers, again referencing NYS Department of Health and Transportation standards; (4) clarification that the B.3 Price Schedule quantities represent annual estimates combining scheduled, unscheduled, add-on, and emergent orders without guaranteed distribution among trip types, mileage, wait time, or peak demand conditions; and (5) confirmation that transport origins outside the seven listed service-area counties (Dutchess, Bronx, Kings, New York, Queens, Richmond, Rockland, Westchester, Delaware, Sullivan, Orange, Putnam, and Ulster) are not permitted for pickups under NYS regulations, though drop-offs outside licensed areas are allowed, with applicable wage determinations determined by the U.S. Department of Labor based on transport scenarios.

FAR 52.216-21(f), p. 29;
FAR 52.217-9, pp. 29-30 Amendment 0001 did not revise FAR 52.216-21(f), which continues to state that the Contractor is not required to make deliveries after September 30, 2027. Please revise that date or otherwise reconcile the clause with the four option periods extending through September 30, 2031.
As previously clarified, orders and performance will continue based on the Government exercising each of the following option period(s).
SOW, BLS and ALS definitions, pp. 4-5; Contractor Personnel and Special Requirements, pp. 11-14.
Refer to the SOW definitions and applicable New York requirements but does not identify the minimum crew composition or required clinical credentials for each transport category. Please specify: (a) the minimum number and credentials of personnel required for each BLS transport; (b) the minimum number and credentials required for each ALS transport; and (c) whether an ALS transport may be staffed by a certified EMT alone or must include at least one paramedic or ALS-trained registered nurse.
The services of this requirement are in accordance with Federal, State and Local regulations (please see the second paragraph of the Statement of Work). For ambulance services in NYS, please refer to the NYS Departments of Health and Transportation for ambulance staff credentials and vehicle staffing.
SOW, Contractor Personnel - Ambulance Drivers/Attendants, p. 11.
The SOW states that all drivers must hold a valid NYS CDL appropriate for the vehicle, while the response to Question 8 refers generally to NYS Department of Health and Department of Transportation requirements. Please confirm whether the solicitation requires every driver to hold a NYS commercial driver license regardless of the ambulance operated, or whether each driver need only hold the license legally required for the specific vehicle and service performed.
The services of this requirement are in accordance with Federal, State and Local regulations (please see the second paragraph of the Statement of Work). For ambulance services in NYS, please refer to the NYS Departments of Health and Transportation for ambulance driver licensing requirements.
SOW, Service Area, Orders for Service, Response Time, and Cancellations, pp. 5, 7-8, 13-15.
Amendment 0001 confirms that the B.3 quantities are annual estimates combining scheduled, unscheduled, add-on, and emergent orders. Please state whether the Government possesses any representative data concerning common origins and destinations, excess loaded mileage, approved wait time, cancellations or no-load events, and peak simultaneous or same-hour demand. If no additional data is available, please confirm that offerors should price from the B.3 annual estimates without assuming any guaranteed distribution among trip types, mileage, wait time, cancellations, or peak-demand conditions.
As stated, the quantities specified in the B.3 Price Schedule represent estimates based on historical costs for each and the possibility of increased needs. Estimated quantities are based on unknown future Veteran patient requirements.
SOW, ALS definition and Service Area, pp. 4-5; SOW, Patient Transport, p. 9.
Amendment 0001 adds wage determinations for Putnam and Ulster Counties, but the SOW also contemplates transport to other facilities and ALS service 'in and out of town.' Please confirm whether authorized origins or destinations may fall outside the seven listed service-area counties. If so, please identify how such transports will be ordered and priced and which wage determination or labor-rate treatment will apply to work performed outside the listed counties.
NYS ambulance transport regulations do not allow origins/pickups outside permitted/licensed areas of NYS. Destinations/drop-offs are allowed outside licensed/permitted areas.
Refer to the U.S. Department of Labor for which wage determination applies in different transport scenarios.
