About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 seeks a comprehensive home oxygen services contract for its Downstate region (New Jersey, Bronx, Hudson Valley, New York Harbor, and Northport), with proposals due November 10 and questions due August 10. The procurement is an unrestricted Indefinite Delivery/Indefinite Quantity fixed-price contract with no set-aside.
Place of performance is New Jersey and the five named catchment areas. The contract requires State Licensed and Registered Respiratory Therapists to deliver stationary and portable oxygen concentrators, liquid oxygen systems, ventilators, BiPAP devices, portable oxygen cylinders, and related supplies and equipment setup. Initial patient setup must occur within 24 hours of request; respiratory therapists must conduct environmental and clinical assessments, provide patient education at the 5th-grade reading level, and complete follow-up visits according to prescribed schedules (monthly for ventilator patients, semi-annually for established patients). The contractor must maintain Joint Commission accreditation or equivalent, establish 24/7 emergency response with 4-hour maximum response time, ensure backup oxygen supplies equal to three times response time, and document all services in the VA electronic health record system within three business days. Two thermal fuses must be installed in all oxygen delivery systems (one at patient end, one at source) unless documented clinical contraindication exists.
The base contract period runs January 1 through December 31, 2027, with four one-year option periods and one six-month transition period. The contract carries a minimum value of $100,000 and a maximum value of $40 million. Evaluation weighs Technical Capability (Quality, Management/Experience/Staffing, Transition/Implementation Plan), Past Performance, and Cost/Price in descending order of importance; past performance requires a minimum of three references within five years. Service Contract Act prevailing wage determinations apply to New York and New Jersey counties where services are performed, with wage rates dated August 17, 2026, accessible via SAM.gov. The Contracting Officer is Anthony Murray and the Administrative Contracting Officer is Corey Swinton.
