RFQ Summary: OCC HOCL Support for the UCE Program
This is a Request for Quotation (RFQ #2031JW26Q00037) issued by the Department of Treasury's Office of the Comptroller of the Currency (OCC) for Hotel Occupancy for Conferencing and Lodging (HOCL) support services. The solicitation seeks a single contractor to provide comprehensive venue and lodging services for the OCC's Uniform Commission Examination (UCE) program at one hotel location in either the Dallas/Fort Worth, TX or Chicago, IL area (within 25-mile radius of international airports). The base performance period runs May 1, 2026 through November 30, 2026, followed by four 12-month option periods and one 6-month option period, for a total potential contract duration of five years. The procurement is unrestricted with no set-asides, using FAR 12 simplified acquisition procedures. Quotations must be received by 12:00 PM ET on April 17, 2026, with questions due by April 7, 2026. The contract is firm-fixed-price (FFP) with pricing required for all line items across all periods.
The contractor must provide minimum 210 lodging rooms per UCE session week, dedicated meeting rooms (approximately 10,000 square feet), administrative and testing facilities, food and beverage services, audiovisual and technology equipment, secure storage (minimum 200 square feet), and support for estimated 15 sessions over the contract period. Key personnel requirements include a Convention Services Manager or equivalent with bachelor's degree in hospitality/tourism/business or six years equivalent experience, three years industry experience, proficiency in Microsoft Office and hotel systems, and flexible scheduling capability; a backup POC with similar qualifications is also required. Evaluation uses a three-phase approach: Phase One assesses technical capability and key personnel (Go/No-Go); Phase Two evaluates past performance (rated as Substantial Confidence, Satisfactory Confidence, or Limited/No Confidence) and price; Phase Three conducts a site visit (Go/No-Go). The contractor must comply with FAR Service Contract Labor Standards wage determinations, Americans with Disabilities Act requirements, Hotel and Motel Fire Safety Act compliance with FEMA identification, Section 508 IT accessibility standards, OCC security and privacy requirements including CUI data protection, and provide a signed non-disclosure agreement. Award will be made on a best-value basis favoring high past performance over lower cost.
