About this file

This is a Questions and Answers (Q&A) worksheet providing government responses to industry inquiries regarding the OCC Hotel Occupancy for Conferencing and Lodging (HOCL) Support solicitation (#2031JW26Q000037). The document clarifies that this is a recompete effort with an existing contract (2031JW21C00007) expiring July 2026. The Uniform Commission Examination (UCE) Program sessions must be held within a 25-mile radius of either Dallas/Fort Worth International Airport (DFW) or Chicago O'Hare International Airport (ORD), with both locations remaining active requirements. The formal solicitation posted on April 2, 2026, with a questions and answers deadline of 12:00 PM ET on Tuesday, April 7, 2026, and quotation submission deadline of 12:00 PM ET on Friday, April 17, 2026.

Responsive quoters must submit complete quotation packages including property capabilities, past performance information, key personnel with backup details, cost breakdowns, and total price amounts. The government clarified that it will not execute separate agreements with third-party hotel vendors. If an Other Than Small Business (OTSB/Large Business) is selected as the best-suited quoter, it must submit a Commercial Plan covering all commercial items, goods, and services sold to the government within each operating period, with submission required at least 30 days prior to the end of each fiscal year or when new option periods begin. The selected quoter must also participate in a mandatory Site Visit as the final determination of award and confirm whether complimentary rooms will be provided for the required 1-night stay.

QUESTIONS AND ANSWERS WORKSHEET FOR OCC UCE HOTEL OCCUPANCY FOR CONFERENCING AND LODGING SUPPORT (#2031JW26Q00037)
#DOCUMENT/
ATTACHMENTPAGE #SECTIONINDUSTRY'S QUESTIONS/COMMENTSGOVERNMENT'S ANSWERS
1GeneralN/AN/AIs this a brand new contract OR if there is (was) an incumbent performing these services? The current Hotel Occupancy for Conferencing and Lodging (HOCL) Support to the Uniform Commission Examination (UCE) Program solicitation (#2031JW26Q000037) is a recompete effort. Therefore, an existing contract does exist and will expire July 2026.
2GeneralN/AN/AIf not brand new, could you please provide the current / previous contract number?Yes, the current contract number is 2031JW21C00007.
3GeneralN/AN/AIs the Dallas requirement still actively being considered alongside Chicago?Yes, per Section B, Subsection 4.3 Place of Performance of the formal solicitation (i.e., RFQ), "the UCE Sessions must be held within a 25-mile radius of the Dallas/Fort Worth, TX, international airport (DFW) or Chicago, IL O’Hare international airport (ORD)."
4GeneralN/AN/AAre you currently still gathering interested hotel partners ahead of the formal solicitation? No, as the presolicitation conference was held in advance of the formal solicitation posting. The formal solicitation posted on Thursday, April 2, 2026 with a Questions and Answers period closing at 12:00 PM ET on Tuesday, April 7, 2026, and the solicitation closing for all quotation packages to be presented to the Government by 12:00 PM ET on Friday, April 17, 2026.
5GeneralN/AN/AWould it be helpful to share a quick overview of our property capabilities for your review?Yes, as Responsive Quoters must submit a complete quotation package in response to the formal solicitation for HOCL support by 12:00 PM ET on Friday, April 17, 2026. Using the attachments provided as outlined within the RFQ, Quoters will present their capabilities per property proposed, as well as Past Performance information, Key Personnel with Backup details, along with Cost breakdowns and total Price amount(s). Note the best suited Quoter will be required to participate in a Site Visit which will be the final determination of award.
6GeneralN/AN/ACould you please provide information as to what this [Commercial Plan} is and how I can submit a commercial plan?Yes, per FAR 19.701 Definitions," Commercial Plan means a subcontracting plan (including goals) that covers the offeror’s fiscal year and that applies to the entire production of commercial products and performance of commercial services sold by either the entire company or a portion thereof (e.g., division, plant, or product line)." Therefore, if an OTSB (i.e., Large Business) is selected as the 'best suited Quoter', then that Quoter will be required to submit a commercial plan that covers all commercial items, goods and services, sold to the Government within each operating period (i.e., base and subsequent option periods exercised), via subcontracted. All OTSBs are required to promote Small Business participation in Government contracts, to the maximum practicable. The Government (OCC) will not execute separate agreements with third-party hotel Vendors (i.e., Subcontracted Vendors). Commercial plans will then be required from the awarded Quoter, at least 30 days prior to the end of the fiscal year or date of when the new option period, if exercised, would begin. See FAR 19.704 for additional details on the content of a commercial plan.
