About this opportunity

NAVSUP Fleet Logistics Center Yokosuka anticipates issuing a Request for Proposal on or about 31 July 2026 for repair and maintenance work on USS HOWARD (DDG-83) at Commander Fleet Activities Yokosuka Naval Base, Japan, with proposals due 8 October 2026 at 10:00 AM Japan Standard Time. This solicitation is restricted to sources duly authorized to operate and do business in Japan under DFARS 252.225-7042 and must hold an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR); non-holders may apply for certification, a process potentially requiring up to one year to complete.

Place of performance is Commander Fleet Activities Yokosuka Naval Base, Japan. Period of performance runs 30 November 2026 through 8 March 2027. Work encompasses nine task group instructions including structural repairs to fuel tanks and machinery room members, bulkhead plate fabrication and installation, replacement of nonskid deck plating systems totaling approximately 3,150 square feet with MIL-PRF-24667 Type V coating, Helicopter Inflight Refueling heading light mount removal and installation, Electromagnetic Pulse protection assembly work, temporary scaffolding and containment enclosure erection at twelve locations, and temporary utility service infrastructure fabrication and maintenance. Work specifications are accessible only through DoD SAFE; offerors must request access by 1 October 2026 at 10:00 AM Japan Standard Time from risa.sakurai.ln@us.navy.mil or peterjommel.s.arrieta.ln@us.navy.mil, with 14-day access window. This is a firm fixed-price solicitation with two contract line items: CLIN 0001 for primary work and CLIN 0002 as a growth reservation at 6.87 percent of CLIN 0001 proposed cost. Evaluation employs performance-price tradeoff methodology with technical acceptability (labor hours, MSRA/ABR certification, mission-essential contractor services plan) evaluated pass-fail, followed by trade-off weighting past performance significantly more important than price. No socio-economic set-asides apply.
