About this file
This document is an informational brochure describing the Air National Guard's (ANG) Environmental Management System (EMS) framework and organizational commitment to environmental compliance and risk management.
The ANG implements its EMS in accordance with Air Force Policy Directives (AFPD) 90-8 and 32-70. AFPD 90-8 establishes policy for Environment, Safety, and Occupational Health (ESOH) and Risk Management programs, directing development of the EMS to provide leadership oversight, achieve goals and objectives, and empower Airmen to minimize risk in daily activities. AFPD 32-70 establishes policy to address environmental considerations in all Air Force programs and activities using a management system framework, assigning duties and responsibilities while establishing long-term goals and defining specific environmental programs. The ANG establishes Environmental, Safety, and Occupational Health Councils (ESOHCs) using cross-functional teams to work issues, develop procedures, and provide recommendations to senior leadership.
The Virtual Environmental Management Office (VEMO) serves as the ANG's electronic EMS manual, communicating environmental information from the Air National Guard Readiness Center (ANGRC) at Joint Base Andrews, Maryland to all Environmental Management Offices and installations throughout the United States and territories. VEMO documents procedures, provides environmental compliance requirement information, and supplies electronic tools to implement and maintain the ANG EMS. The system prioritizes three core areas: Environmental Compliance (ensuring adherence to federal, state, local, DoD, and Air Force regulations through assigned responsibility, funding, training, self-assessments, and corrective actions); Risk Management (conducting training and operations to enhance mission effectiveness, preserve resources, prevent pollution, and minimize ESOH risk); and Continuous Improvement (focusing on mission accomplishment, employee involvement, and ongoing improvement). The UTANG EMS Coordinator is Mark Emery, reachable at 801-245-2122 or mark.w.emery.civ@mail.mil. VEMO can be accessed at https://intelshare.intelink.gov/sites/VEMO/SLC.

VEMO is the ANG’s Electronic EMS Manual. VEMO is used to communicate environmental information throughout all levels of the organization — from the Air National Guard Readiness Center (ANGRC) at Joint Base Andrews, MD to all Environmental Management Offices and Airmen at ANG installations throughout the United States and territories.
VEMO documents procedures, provides information on environmental compliance requirements, and provides electronic tools to implement and maintain the ANG EMS. The ANGRC and ANG Installations utilize VEMO to demonstrate conformance to DoD and Air Force EMS requirements.
