About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity W50S9A-26-Q-A015 addressing clarifications on a commercial HVAC system installation project at a federal facility.
The project involves installing a new split-system Air Handling Unit (AHU) and matching condensing unit in Room 110, with two separate capacity options: Option A (10-Ton System, CLIN 0001) or Option B (15-Ton System, CLIN 0002). Offerors may submit quotations for one or both options with separate pricing for each CLIN. The equipment will be sized based on contractor heat load calculations assuming standard office configurations (desktop computers, monitors, thin client terminals, and large-screen TVs). The system requires three temperature averaging sensors and one thermostat controller wired in series to condition Rooms 110, 110-A, and 110-B evenly. The contractor must also rebalance the existing AHU-1 system to serve Rooms 110-C, 110-D, and 112 only. Installation requirements include duct sound attenuation for newly installed ductwork per ICD 705 Technical Specifications, duct detectors and fan shutdown on the new unit, electrical work at 208-230V/3Phase (not standard 460V), separate conduit runs for line voltage and low-voltage control wiring through a consolidated SCIF envelope penetration point, and compliance with OSHA 29 CFR 1926.1101 Class II Asbestos Work procedures when making roof penetrations due to Category II non-friable ACM in existing roofing. The period of performance has been extended to 180 calendar days to accommodate 12-week equipment lead times. This is a Buy American Act project requiring coordination with Airfield Management for crane placement. The government will not be responsible for floor tiling at CRAC unit removal locations.

W50S9A-26-Q-A015 Question Answers
Question # Questions Government Response 1 To calculate the exact load required for Room 110, will you guys share heat generation value from equipment within that room so we can do cooling load calculations. SOW 2.4 The exact equipment heat generation values are standard. For design and calculation purposes, the contractor shall assume that each of the workstations will be configured with one desktop computer tower, three monitors, and one thin client terminal. Additionally, there are three large-screen TVs to be installed in Room 110. Bidders shall calculate the heat load based on these standard office/operational loads.
2 The AHU is called out as 10 or 15 tons, which one is it. SOW 2.2 & 2.6.1 The new split-system AHU and matching condensing unit will be either 10 ton or 15 ton based off contractor heat load calculation. Please reference Addendum to 52.212-1 Proposal Preparation Instuctions, Offerors must submit independent, distinct technical and price proposals for one or both of the tonnage capacities listed in the Schedule (SF-1449 Block 20).
Option A: 10-Ton Commercial HVAC System (CLIN 0001) Option B: 15-Ton Commercial HVAC System (CLIN 0002)
This solicitation is structured to evaluate two separate capacity options to meet the Government's mission requirements. Offerors may submit quotations for Option A (CLIN 0001 - 10-Ton System), Option B (CLIN 0002 - 15-Ton System), or both. If quoting on both, the offeror must submit separate pricing for each CLIN.
Each option will be treated as an independent offer.
3 The AHU is required to be installed in Room 110 ceiling and the related condensing unit on the roof. Can we get the structural drawings to verify if structural enforcement will be required to accommodate the new system weight. SOW 2.6.1
Structural as-builts will be attached.
4 SOW 2.6.2 is calling out (4) four averaging thermostats, two located in Room 110, one each in Room 110-A and 110-B. This type of units comes with one thermostat, so, I’m assuming you guys are asking for zone dampers tied to the called-out thermostats. In addition, what’s the purpose of having (2) two thermostats in one room (Room 110), usually there is (1) one thermostat per space/room.
No, motorized or automated zone dampers are not requested for Zone 1 (110, 110-A, 110-B). The SOW requires three temperature averaging sensors and one averaging thermostat (located in Room 110) wired in a series back to a single thermostat controller. The purpose of having two sensors in the Room 110 is to accurately average the temperature across the large space. Single sensors in 110-A and 110-B will feed into this same averaging loop to ensure the single 10-Ton unit conditions the entire three-room suite evenly.
5 SOW 2.6.7, Duct layouts shall avoid direct room-to-room sound paths; provide duct lining or attenuation where required to meet Site Security Manager-designated sound isolation and ICD 705 Technical Specifications where required. Is this for the newly installed duct only or all.
Newly installed only.
6 SOW 2.8.2, balance AHU-1 to what parameters, will you be able to share the original selection/performance cut sheet for AHU-1.
The contractor shall rebalance AHU-1 to deliver the calculated design CFM required for Rooms 110-C, 110- D, and 112 only, based on the contractor's approved load calculations. Original selection/performance cut sheet for AHU-1 is not available.
7 SOW 2.8.3, which spaces are covered by this section. SOW Section 1.8.3 applies exclusively to the spaces remaining on the rebalanced AHU-1 system: Room 110-C, Room 110-D, and Room 112.
8 SOW 2.8.5, if controls require some or all components replacement, should the contractor include that in cost, or it will be assessed later.
The contractor is responsible for including the cost of all local control components, thermostats, sensors, and wiring modifications required to render the rebalanced AHU-1 system fully operational in the new configuration. The system will not be integrated in to basewide DDC.
9 SOW 2.11, can we get electrical drawings to assess amount of required electrical work based on existing capacity.
Yes
10 SOW 2.11.2, existing CRAC are not scheduled on mechanical plans. The only reference is the shared photos, and these photos shows the existing CRAC units are 208-230V/3phase. 10 to 15 tons heat pump usually comes in 460V/3 phase, does this mean you want 10 to 15 tons heat pump running at 208-230V/3Phase.
Yes, we do want the heat pump running on 208-230V/3Phase.
11 SOW2.15.1.3.1, requires single point entry, by code low voltage (control wiring) and lines that are 120V and up can not be in single conduit, please advise.
"Single point entry" as defined by ICD 705 Technical specifications refers to a consolidated physical penetration location through the SCIF outer envelope, not a single conduit run. Line voltage power and low-voltage control conductors must be run in separate, dedicated, and grounded conduits, but they must pass through the SCIF perimeter wall at the same consolidated physical sleeve location.
12 SOW 2.15.1.3.3, would you please provide examples of approved and unapproved items. The environmental and safety control systems for this project shall be stand-alone, localized, and physically isolated. There are no external communication links or central building automation connections associated with this work. Local duct detectors and safety devices shall be hardwired directly to their local equipment control circuits.
13 Can the period of performance be extended for this project? Average lead times on some of this equipment is currently 12 weeks. By the time submittals and design is completed and approved this leaves us with a small window to get things installed.
The Government acknowledges the supply-chain bottlenecks and manufacturing lead times associated with commercial HVAC equipment. The period of performance in the solicitation has been updated to 180 days. The Offeror shall submit a preliminary progress schedule outlining critical milestones, major equipment lead times, on-site installation phases, and testing windows. This schedule must demonstrate a realistic and logical sequence of work confirming completion of all requirements within the 180-calendar-day period of performance.
14 Can the AHU unit that is feeding this area be shutdown to allow for the removal and capping of the existing duct work?
Yes
15 Is there any asbestos containing material in this project such as on the pipe fittings that needs to be addressed.
There is no asbestos on pipe fittings, however there is ACM in the Black Tar Roofing.
March 2016 Asbestos Roof Sampling: Category II, Non-friable ACM When making penetrations or reworking existing penetrations on the roof, the contractor shall follow OSHA 29 CFR 1926.1101, Class II Asbestos Work and EPA NESHAP regulations must be followed.
16 What are the requirements and limitations for getting a crane on site to set the new unit on the roof?
Crane placement requires coordination with Airfield Management facilitated through the government.
17 With the installation of new AHU please confirm if we are to install new duct detectors and fan shutdown on the unit.
Yes.
18 Please provide the photos that were taken on the site walk. Provided as an attachmentto the statement of work..
19 Is this project a BAA or Buy American Act project? Yes 20 Please provide information as to which duct line/rooms get caped. Provided as an attachment to the statement of work.
21 Please confirm that the contractor is not responsible for installing floor tiling where the 2 crac units are being removed.
The government confirms that the vendor shall not be responsible for installing floor tiling where the 2 crac units are being removed.
