About this opportunity

The U.S. Coast Guard is soliciting competitive bids for comprehensive drydock repair and maintenance services for the USCGC KENNEBEC (WLIC 802), a 160-foot Inland Construction Tender. The solicitation encompasses 69 distinct work items covering extensive vessel maintenance including hull inspections, propulsion system repairs, tank preservation, piping renewals, deck restoration, and ventilation system upgrades. This fixed firm-price definitive contract will be awarded based on initial submissions using a best value trade-off approach, with technical capability and past performance weighted significantly more important than price. Offerors must submit three components: a price quote, technical capability information (limited to 10 pages), and past performance information (limited to 3 pages). Critical administrative deadlines include November 10, 2025 at 8 AM PST for drawing requests and site visit coordination, November 15, 2025 at 8 AM PST for submission of clarification questions, and December 1, 2025 at 8 AM PST for proposal submissions, with an anticipated award date of December 20, 2025.

This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 336611 (Ship Building and Repairing). The contract period runs from January 6, 2026 through March 16, 2026, with the vessel to be serviced at Portsmouth, Virginia. Prospective bidders must be certified by the Joint Certification Program to access export-controlled technical documents and drawings referenced in the detailed 225-page specification. Pre-award surveys will be conducted to assess contractor qualifications, facility certifications under Coast Guard specifications, and availability of skilled tradespeople. No specific contract value or budget range is disclosed in the solicitation materials, and no current incumbent contractor is identified, suggesting this may represent a new procurement or contract transition.
