About this file

This document is a Questions and Answers (Q&A) file for the USCGC KENNEBEC Drydock FY26 solicitation (70Z08525QIBCT0024), issued by the US Coast Guard. The Q&A addresses multiple detailed technical specifications and work items for the vessel's maintenance, including propeller inspections, shaft seal overhauls, tank preservation, piping renewals, and rudder assembly work. Key clarifications include specification revisions for work item descriptions, confirmation of material types and dimensions, fuel and tank content removal procedures, and technical details about ventilation systems, goosenecks, and coating applications.

The solicitation involves a fixed firm price definitive contract for a vessel homeported in Coast Guard District 5, Virginia. Critical administrative details include a November 10, 2025 deadline for requesting drawings and site visit coordination, with contact points provided for CWO Erik Bratland and Ou Saephanh. Vendors must be certified by the Joint Certification Program to access export-controlled documents, and the contracting officer plans to make an award based on initial submissions. The contract requires comprehensive marine maintenance and repair services across multiple specialized work items for the USCGC KENNEBEC.

Questions and Answers

1. The specification provided is missing WI 28 (Propellers, Remove, Inspect, and Reinstall). This causes the remainder of the work items to be off and not to correspond with the pricing workbook. Please update the specification package to include WI 28.

Answer: SPECS Revised

2. WI 32 - The noted item requires a cofferdam be fabricated and installed. As this is a drydocking, please confirm cofferdam requirement.

Answer: You do not need a cofferdam when the boat is out of the water

3. WI 60 - The specification does not list any reference for the boat davit winch from which to determine dimensions for shrink wrap. Please provide reference and/or dimensions of winch.

Answer: Boat winch davit is a J-bar type davit approx. 12 feet tall with 8 feet of reach made of 6 inch tubing. Davit has an air operated winch mounted near the base and three sheeves mounted along the curved portion with the wire rope terminating at a hook.

Question 4.

Do we need both WI-2 and WI-4? – Yes, will be utilizing last side scan report to test UT shots.

Do we need WI-56 since 3.3.4 of WI-55 calls for duty section berthing for 2 personnel (can we edit WI-55 for 02 single occupancy rooms on-site)?

WI-26 Intent should probably be to preserve port and starboard stern tube interior surfaces. - They can do a CFR for both not making changes now WI-27 and WI-28 Intent mentions port, center, and starboard propeller (should only be port and starboard).

WI-43 Title says Clean and Inspect but the instructions are for preservation which is already WI-44. – See spec Answers: See revised SPECS.

Question 5.

Are the following supposed to Optional?

WI-10 Appendages, U/W, Internal, Preserve (usually optional and activated based off Appendages, Leak Test WI-8) - leaving it WI-13 Voids, Non-Accessible, Internal Preserve (usually optional and activated based off Voids, Non-Accessible, Leak Test WI-12) - leaving it WI-19 Propulsion Shaft Coating, Renew (should this optional based off results of WI-18 - Propulsion Shafting; Remove, Inspect, and Reinstall) leaving it WI-21 Mechanical Shaft Seal Assemblies, Renew (WI-17 says to overhaul mech shaft seal) - WI 17 is inflatable WI 21 is Mechanical WI-29 Propeller, Minor Repairs and Reconditioning, Perform (optional based off results of WI-27/WI-28) - Leaving it how many BOSNMATES do you know that don’t hit something with a prop WI-36 Rudder Stock Housing, Lower, Renew - leaving it WI-37 Rudder Stock Housing, Upper, Renew - leaving it WI-38 Rudder Stock, Rebuild - leaving it Answers: See revised SPECS.

Question 11.

QUESTION: On October 29th the government released Amendment 01 to solicitation 70Z085-25-Q-ICBT0024 which provided a “Revised” specification. The version of the specification issued with the solicitation was labelled REV 0 dated, June 23 2025. The “Revised” specification issued with Amendment 01 is ALSO labelled REV 0 dated June 23 2025. All of the pages of the “revised specification are labelled REV 0, and no changes were added to the Revision Record in the specification.

The contractor requests that the government identify the changes made to the specification in the Revision Record that differ from the specification originally provided with the solicitation.

Answer: See Spec Revision Question 12.

D-77 Contractor review of the reference provided 160 WLIC 4301-003 Rev-A Shafting Arrangement and Details lists shafting as Aquamet which does not get blasted or receive FRP covering. Request the government confirm shafting material for the vessel, correct the references provided or delete the specification item as applicable.

Answer: See Spec Revision Question 13.

On October 29th the government released Amendment 01 to solicitation 70Z085-25-Q-ICBT0024 which provided a “Revised” specification.

What are the changes the government made to the specification in the that differ from the specification originally provided with the solicitation?

Answer: The changes that have been made are from questions and comments from several contractors this has not been rewarded yet so it is still a REV-0 if after the award there are discrepancies then it would be a REV-1 with changes noted.

Question 14.

Contractor review of the reference provided 160 WLIC 4301-003 Rev-A Shafting Arrangement and Details lists shafting as Aquamet which does not get blasted or receive FRP covering. Will the government confirm the shaft material for the vessel and correct the references and work item provided?

Answer: Shaft is stainless steel; Will keep in SPEC if not needed PE will reach out to SES after project to have removed from DESPEC Question 15.

The Contractor finds that the specification page break formatting pushes multiple items halfway down the page which combines unlike specification items together. Will the government correct the formatting that allows the contractor to distribute individual specification items to subcontractors and vendors for pricing instead of items lumped together?

Answer: APM has made this correction of the n02 SPEC items that ran through to the next one and all that ran over was 4. NOTES find it very unreasonable that Contractor who has to save SPEC as a Word Document and print for each sub-contractor could not do this themselves.

Question 16.

The required government provided information to be listed in the item paragraphs are blank or filled with asterisks. It is noted that messing and berthing are usually a separate contract from the HM&E repairs. Can the government clarify the intent to include a blank filled specification item (messing and berthing) in an HM&E contract?

Answer: Fixed with current spec revision Question 17.

Specification paragraph 1.1 (Intent), lists a center propeller. Does this specific cutter have a center propeller?

Answer: Fixed with current spec revision Question 18.

The specification item paragraphs 1.1 - 3.5 do not provide the quantity of stern tubes interior surfaces to preserve 100% and the pricing sheet provided Attachment 1 only lists this work item as (D) and (1) job. Is it the government intent to have the contractor preserve both stern tubes as a definite item for this availability?

Answer: WI-26 has been changed to include both Port and STARBOARD stern tube.

Question 19.

The contractor finds that specification item 17 Propulsion Shaft Seals (Inflatable), Overhaul and Inflatable Renewal and Item 21 Mechanical Shaft Seal Assemblies, renew are both listed as (Definite) work items on the provided pricing sheet Attachment 1. Is it the government intent to have the contractor overhaul the shaft seal assemblies per item 17 or replace the shaft seal assemblies per item 21 for this availability?

Answer: WI-21 will stay Definite on pricing sheet pricing sheet Question 20.

The contractor finds the title of specification item 43 is Sewage Holding Tanks, Clean and Inspect and the paragraphs listed in the specification are for preservation. Is it the government intent to clean and inspect the sewage tank or preserve the sewage tank per item 43?

Answer: Fixed with current spec revision Question 21.

Specification paragraph 3.4.3 states “using the coating system specified TBD. What is the government intent of the abbreviation TBD as listed in the paragraph?

Answer: Change TBD in WI-9 para 3.4.3 to “Underwater (U/W) Body and Boot-Top (U/W Body and Boot-Top, Steel Hulls (Up to 7 Years), in Salt Water”, in SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems). Ensure that the anticorrosive (AC) is tacky prior to applying the first antifouling (AF) top-coat.

Question 22.

Specification paragraph 3.3.1 (Note) lists barge coolers are not removable and must be cleaned in place. Does the government have keel cooler references for the barge coolers listed in paragraph 3.3.1?

Answer: Remove note after WI-30 para 3.3.1 as it does not apply Question 23.

Answer: Change WI-14 para 3.1.4.1 from 5,000 gallons to 990 gallons.

Question 24.

Review of the work item finds the government has directed the contractor to complete (2) types of preservation for the tank listed in paragraph 1.1. Paragraphs 3.4.2-3.4.2.2 normally applies to paint coating systems and no paint coating system to be applied is listed. Paragraph 3.4.2.3 directs the contractor to apply lube oil to the tank bare surface for only 33% of the tank. Can the government provide the correct preservation system to be followed by the contractor?

Answer:

Fuel Service Tank top and approx. 18 inches down is painted; the rest of the tank is bare steel. See picture. Coat bare steel portion of tank with lube oil. Preserve coated portion of tank IAW “Fuel/JP-5 Tanks, Service, Storage, Overflow, Drain”, in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Intent of internal tank surface preparation and coating:

Contractor is to access and inspect the tank interior. Contractor is to clean any deficient areas of substrate, up to a total of 33% of the tank’s area, to a cleanliness standard of SSPC SP-11. The Contractor is to coat 100% of the tank interior surfaces with a heavy coat of lube oil.

Recommended changes to work item:

Answer: All Fuel Stowage Tank tops and approx. 18 inches down are painted; the rest of the tank is bare steel. See picture. Coat bare steel portion of tanks with lube oil. Preserve coated portion of tanks IAW “Fuel/JP-5 Tanks, Service, Storage, Overflow, Drain”, in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems).

Question 26.

Paragraph 1.1 Table 1 lists (1) tank with 95% capacity of 900 gallons, paragraph 3.1.4.1 directs the contractor to remove up to a total of 5000 gallons of diesel fuel for the work item. Can the government confirm the quantity of fuel to be removed from the tank listed?

Answer: Change WI-48 para 3.1.4.1 from 5,000 gallons to 990 gallons.

Question 27.

The Contractor finds this item listed a Definite in the Pricing Sheet Attachment (1). Specification Paragraph 3.2 states “based on inspect results obtained from a related rudder work item in this specification package or provided by the Coast Guard inspector”. The inspection has not been completed for the rudders and no direction provided by an inspector. Therefor the contractor has no indication of the effort required to rebuild the rudder stock. Will the rudder stock repair after the CIR be the subject of a Change Rudder and Supplemental Agreement?

Answer: Will not Change will stay definite Question 28.

The contractor requests the government confirm paragraph 1.1 intent is to replace (1) ea. lower rudder stock housing either port or starboard side.

Answer: Change WI-36 to state both PORT and STARBOARD.

Question 29.

The contractor requests the government confirm paragraph 1.1 intent is to replace (1) ea. upper rudder stock housing either port or starboard side.

Answer: Change WI-37 to state both PORT and STARBOARD.

Question 30.

Specification item paragraph 1.1 (Intent) states “for the contractor to renew lower bearing housing and lower bearing housing support for a designated rudder assembly”. Shouldn’t this item be listed as an Optional Item instead of a Definite on the Attachment 1 Pricing Sheet and activated based upon the inspection and report from work item 33 Rudder Assembly Remove, Inspect and Reinstall? WI 36 Answer: Staying as a DEFINITE Question 31 Specification item paragraph 1.1 (Intent) states “for the contractor to renew upper bearing housing and upper bearing housing support for a designated rudder assembly”. Shouldn’t this item be listed as an Optional Item instead of a Definite on the Attachment 1 Pricing Sheet and activated based upon the inspection and report from work item 33 Rudder Assembly Remove, Inspect and Reinstall? WI 37 Answer: Staying as a DEFINITE Question 32.

Specification paragraph 3.3 Piping Renewal Particulars, reference dwg 160-WLIC-109-9 FRESH WATER SYSTEM provided does not provide detail particulars for repair location. The specification does not provide details required to properly price the work item, such as pipe size, pipe type, pipe linear foot, fittings required. Will the government provide these additional details in the work item so the contractor can properly price the item?

Answer: Fixed with current spec revision

Question 33.

The contractor requests clarification and or correction for the work item as the contractor cannot price the specification item as written. Paragraph 3.2.2 directs the contractor to complete UT reading, submit a report of findings. Paragraph 3.2.3 directs the contractor to replace 30 sq ft of chalked out plating for the potable water tank(s) without mention of estimated linear feet of stiffeners or frames to be replaced. Paragraph 3.5 attempts to list pictures of potable water tank repair areas to include stiffeners and frames not mentioned in any specification paragraph. The pictures listed in paragraph 3.5 did not upload to the specification item. Will the government change the specification to direct the contractor to complete UT readings as directed by the Coast Guard Inspector paragraph 3.2.2, and provide report of findings with recommendations so the potable water tank repairs can be added to the contract by an approved change request?

Answer: See Revised Specs Question 34.

Contractor finds in review of the work item that the condition of the tank listed for partial preservation (Optional) there is no clean, inspect and gas free item to inspect the condition of the tank if work item 46 is activated. Will the cleaning, gas free and inspection be handled as growth work if the item is activated?

Answer: No associated clean and inspect WI. Looking over what is included in this work item we could just make it a definite and that would take care of clean, inspect, gas free, and preserve. I would modify para 3.3 to read: 3.3 Tank content removal. The Contractor must remove and dispose of up to 100 gallons of waste oil and oily water. The Contractor must remove tank cover(s) and clean tank interior surfaces free of all foreign materials, such as residual fuel or water, sediment, sludge, rust, or biological growth, taking care not to damage the coating system (if applicable). Remove cleaning media and residues continuously during the washing process. Remove any residual wash media; and wipe up residual moisture with clean lint-free cloths. Yes if gas free is need utilize a CFR/CR Question 35.

Will the government allow the use of electric forced air heating systems to meet the requirements of 3.3.10.2?

Answer: Docs attached to email. COR will ultimately be responsible to filling out forms, will only need some input from KTR.

Question 36.

Contractor finds specification paragraphs 3.8 – 3.10 are duplicated. Will the government correct or delete the specification paragraphs to reflect the governments intent?

Answer: See Revised Specs Question 37.

Contractor finds specification item paragraph 1.1 states in the note section “This work item is not separately priced. Factor fire prevention and response costs into bid of affected work items.” In addition, contractor finds the Attachment 1 Pricing Sheet provided by the government lists specification item 1 as a (D) definite item to be priced as a stand-alone item. Is the item to be priced as per Attachment 1 or is the item to be considered NSP as per the specification?

Answer: NSP Question 38.

Contractor finds that paragraph 3.1.4.2 is duplicated in the specification item. The first paragraph 3.1.4.2 lists the fuel to be disposed of by the contractor The second paragraph 3.1.4.2 list for the fuel to be stowed and maintained. Paragraph 4.2 states the crew will procure new fluids. Will the government remove the 2nd paragraph 3.1.4.2 fuel stowage?

Note this change will allow the specification item to mirror the government intent to dispose of fuel as listed in specification item 11 MP Fuel Stowage and Overflow, Clean and Inspect.

Answer: Remove duplicate para 3.1.4.2 in WI-14. KEEP - 3.1.4.2 Dispose of removed fluids in accordance with all applicable Federal, state, and local regulations (see 4.2 (Tank content restoration)).

Question 39.

Contractor finds that Paragraph 2, References, Coast Guard Publication, Surface Forces Logistics Center Technical Specification 245-2 (SFLC TS 245-2), 2014 CPP Propeller Blades and Specification, paragraph 3.2.1 statement (other related controllable pitch propeller), 3.3 Propeller inspection IAW the CPP technical manual do not apply to this vessel. Will the government provide the correct references for mono block propellers as applicable and remove ALL references and paragraph sections pertaining to CPP propellers?

Answer: Second CG Publication in WI-27 should be: Surface Forces Logistics Center Technical Specification 245-1 (SFLC TS 245-1), 2014, Monoblock Fixed Propellers. Adjust para 3.2 and 3.3 to reflect new publication reference; remove from 3.2.1 mention of Controllable Pitch Propeller.

Question 40.

Specification paragraph 3.3.2.3 directs the contractor to fabricate new 316 Stainless Steel propeller nuts both slotted and standard hex using the sketch listed. Paragraph 4.1 provides a picture of slotted hex nut sketch with no dimensions for fabrication. None of the specification references in paragraph 2 provide the information required for fabrication and installation of the hex nuts. Request the government provide the reference sketch listed in paragraph 3.3.2.3, provide height, width, thickness, and thread pitch for the stainless hex nuts both slotted and non-slotted to be fabricated.

Answer: It appears para 3.3.2.3 in WI-28 isn’t needed based on the drawing, but I can’t dive under the boat to see what configuration exists on KENNEBEC. I would say to remove para 3.3.2.3 and if we need a nut fabricated because the drawing is wrong then we can handle through CFR.

Question 41.

Coast Guard Reference Drawing specification paragraph 2 listed as, 160B-WLIC-4809-1 Rev-D and NAVSEA DWG 803-1385866 as required by paragraph 3.2.4 were not provided. Please provide the references.

Answer: This will be provided by the CG NAV ARC when sending drawings out and should have already been included with the Package of all drawings from SES in Baltimore.

Question 42.

Specification paragraph 3.2 directs the contractor to replace goosenecks ONLY for ventilation systems listed in table 1. Paragraph 3.2.2 directs the contractor to crop and scrap ventilation goosenecks ONLY. Paragraph 3.2.4 directs the contractor to install new vent and vent closure. Will the government correct paragraph 3.2.4 to reflect the replacement of the gooseneck section of piping and the vent closure?

Answer: This sounds abusively nit-picky. Spec states: 3.2.4 Install new vent, and vent closure as applicable. KTR can check the drawing or do a ship check.

Question 43.

Contractor finds specification paragraphs 3.8 – 3.10 are duplicated and mis-numbered. Will the government correct the specification paragraph numbering and delete non-applicable paragraphs to reflect the governments intent?

Answer: duplicate question Question 44.

Specification paragraph 3.6.4 directs the contractor to furnish necessary additional consumables to include gaskets not included in the overhaul kit listed in paragraph 3.6.4.1. Request the government clarify the statement and provide a parts list of any item for the seal assembly requested that are not included in the overhaul kit to include references and or part numbers required to complete the specification item.

Answer: Overhaul Kit contents are listed in para 4.1. Para 3.6.4 is standard info for this type of work item and is the same info given in the spec for KENNEBEC DD FY22.

Question 45.

Paragraph 3.2 Temporary Service Particulars indicates that the government requires that the contractor provide;

3.3.10.2 Hot Circulating Water – To maintain heated spaces to at least 65 degrees.

3.3.10.3 Cooling Water – To maintain air conditioning and refrigeration systems. The vessels’ performance period is January to March 2026. The vessel does not have water cooled refrigeration systems.

3.3.11 Steam – STD SPEC 8635 does not provide for steam to be installed on this class of vessel.

Will the government review these requirements and change the Work Item to accurately reflect the requirements of this vessel?

Answer: will not alter SPEC Contractor can submit CFR if awarded there is no guarantee that project will be completed in time not to have cooling will address as needed image4.emf image5.jpeg image6.jpeg image7.jpeg image1.png image2.jpeg image3.emf
