About this opportunity

The USAID/Senegal Scaling Up Investment in Weather and Climate Information Services in Senegal (WCIS 2) Activity Solicitation seeks proposals to implement activities that will enhance resilience, productivity, and nutritional outcomes in fishing and agriculture systems through expanding the use of weather and climate information services. Offerors must propose specific deliverables and performance metrics to meet the objectives of improving weather data quality, scaling investment, boosting demand, and broader sectoral applications. Proposals are due by December 8, 2023. Evaluation criteria will include technical approach, management plan, and cost.

The solicitation does not designate any set-asides. The estimated value ranges from $9-10 million for a single cost-plus-fixed-fee completion contract covering a five year period of performance in Senegal. The contractor must allocate a minimum of $1.85 million to local Senegalese organizations through at least five subawards. NAICS code 541715 and PSC code R497 are applicable. The incumbent contractor is anticipated to be International Development Inc., pending evaluation of proposals.

Notice text

USAID/Senegal anticipates awarding one Cost-Plus-Fixed-Fee (CPFF) Completion-Type Contract as a result of this solicitation covering an estimated period of five (05) years from the date of contract award.  Subject to availability of funds, USAID/Senegal estimates the maximum amount of this contract (costs and fee) is in the range of $9,000,000 to $10,000,000 covering a period of performance of five years.  However, offerors should not necessarily strive to equal this amount.  Cost-effective approaches to achieving the program objectives stated in the government requirement are highly encouraged.

The purpose of the WCIS 2 Activity is to enhance resilience, productivity, and nutritional outcomes in fishing and agriculture systems (i.e., farming, livestock, pastoralism), and expand the use of products and services in the face of increased climate uncertainty and weather hazards through scaling up investment in the weather and climate information services (WCIS) value chain.
