About this opportunity
The Smithsonian Institution seeks fixed-price construction to upgrade sanitary and storm systems at the National Museum of Natural History in Washington, DC, with proposals due June 3, 2026, at 3:00 PM EST. The estimated project cost exceeds $10 million. No set-aside applies.
Place of performance is the museum complex at 10th Street and Constitution Avenue NW, Washington, DC. Work scope includes installation of new sanitary and stormwater piping throughout the Main Building, East Wing, and West Wing; rerouting piping to avoid exhibit halls, collection storage areas, and research spaces; capping or removing abandoned piping; lead and asbestos abatement in demolition areas; restroom renovations with accessibility improvements; and erosion and sediment control measures. Work must protect museum collections, exhibits, research operations, and historic architectural features, with construction occurring primarily outside museum operating hours (before 6:00 AM and after closing). The total period of performance is 740 calendar days from Notice to Proceed.
Funding is structured across three fiscal years: $8.5 million in FY 2026, $5.5 million in FY 2027 (obligated by November 30, 2026), and the remaining balance in FY 2028 (obligated by November 30, 2027). Three optional scope additions are included for pricing but exercised at government discretion. Contractors must provide 100% performance and payment bonds, comply with Davis-Bacon wage requirements (General Decision DC20260002), and maintain 10% contract retainage until final completion. Professional liability insurance of $10 million minimum is required.
A mandatory site visit is scheduled for April 27, 2026, at 9:00 AM. RFI questions are due May 4, 2026. Proposals must be submitted in PDF format to a Dropbox link, with separate technical, cost, and subcontracting plan documents. Technical evaluation weighs Plan of Accomplishment (including CPM schedule, coordination, and quality assurance), Key Personnel and Subcontractors, and Past Performance. Small business subcontracting goals are 40% of planned subcontracting dollars, with 7% reserved for service-disabled veteran-owned small business concerns. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1JA, Construction of Museums and Exhibition Buildings.
Amendment 0005 (effective May 14, 2026) extended the proposal due date to June 3, 2026, and incorporated responses to RFIs for Questions 76-82 and Addendum No. 1 with updated specifications and drawings dated May 12, 2026.
