About this file
This is Amendment Three to a federal solicitation for construction services at the National Museum of Natural History (NMNH) in Washington, DC, issued by the Smithsonian Institution. The amendment is effective March 12, 2026, with a due date for proposals of May 20, 2026, at 3:00 PM EST.
The solicitation concerns upgrading sanitary and storm systems at the NMNH Main Building and associated wings. The project has a base contract period of 730 calendar days with three optional phases that extend the timeline if exercised. Funding is structured across three fiscal years: $8.5 million available in FY 2026, $5.5 million in FY 2027 (obligated by November 30, 2026), and the remaining balance in FY 2028 (obligated by November 30, 2027). Offerors must schedule work according to the multi-year funding increments and not exceed those values. The base bid pricing structure requires costs broken down by division (material, labor, and equipment), and includes optional pricing for roof scupper repairs. Amendment Three includes responses to 75 Request for Information (RFI) questions received from contractors, an updated multi-year funding document, and a sign-in sheet from the April 27, 2026 site visit. Offerors are required to acknowledge receipt of all amendments and submit them signed and dated with their proposals. Submissions must be in Word format and sent to ChanVC@si.edu, with RFI questions due May 4, 2026.

1. Structural drawing S-100FP notes one slab on grade removal near column line WH L within the West Hall that is within unexcavated space per A-100FP. Please confirm this is the extent of the slab on grade removal and no additional removals are required to reach the nearby tunnel.
The extent shown on S-100FP is only graphical, the actual size of the slab removal and excavation as noted will need to be determined by the contractor based on equipment working clearance and safety requirements. The piping which this work relates to is stormwater piping which comes down from the upper levels turns out and penetrates the foundation wall, it does not connect to the tunnel. There is other work shown on the plumbing drawings, for example, the plumbing for the sink in the same room, Shipping Office 63A, which may require local areas of slab demo and replacement to complete the work. Not all these areas are shown on the structural drawings, but typical detail A5/S-501DT would apply at these conditions.
13 4/14/2026 Structural
2. Detail E7/S-301SC notes the thickness of the foundation wall is 11’ and detail A7 notes foundation wall to be 5’-4 ½”.
There are 7 areas called out on the civil drawings for utility work.
On S-100 there are only 5 penetrations shown with a note of 2 additional. Please provide clarity on which detail applies to the 4 foundation locations not called out.
On drawings S-100, the one location shows in the west wing, one location shown in the east wing, and the 2 additional locations referenced in the note which can be seen on C-107 cover the 4 locations that are not penetrating through the main building thick foundation walls. These 4 locations in the wings will be cored through a typical approximately 14” thick reinforced concrete foundation walls. As indicated in the note, “SCAN WALL IN AREA OF PROPOSED PENETRATION
AND OFFSET CORE TO AVOID VERTICAL WALL
REINFORCING”. This work is similar to the slab penetrations in detail F5/S-501DT and please refer to specification 220500 for wall penetration and seal information.
