About this file
This is Amendment Four to a solicitation (33330226RF0010002) issued by the Smithsonian Institution for the upgrade of sanitary and storm systems at the National Museum of Natural History (NMNH) located in Washington, DC. The amendment was issued on March 12, 2026, with an effective date of May 7, 2026, and extends the proposal due date to May 20, 2026, at 3:00 PM EST.
The amendment attaches a presentation explaining the project scope, which involves replacing failing storm and sanitary piping systems throughout the main building, east wing, and west wing; renovating select restrooms with modernization and accessibility improvements; and implementing erosion and sediment control measures. The project includes new piping within existing tunnel systems, rerouting to avoid exhibit halls, tie-in of existing exterior infrastructure, and roof scupper inspection and replacement. The presentation includes a suggested phasing plan divided into Phase 01A (Mobilization), Phase 01B through 01G (Main Building sub-phases by section), Phase 02 (West Wing), and Phase 03 (East Wing), with detailed implementation diagrams showing top-down replacement approaches for storm stacks and restrooms. The presentation explicitly states that the suggested phasing is not mandatory and offerors may propose alternate sequencing or phasing approaches provided all contract requirements are satisfied, with the Smithsonian reserving the right to evaluate the feasibility and risk of any proposed approach. Offerors are required to acknowledge receipt of all amendments signed and dated and submit them with their proposals.

• EXISTING PIPING SYSTEMS ARE LOCATED IN SENSITIVE AREAS, IN
COLLECTION STORAGE AREAS, AND BEHIND EXHIBIT WALLS.
• RESTROOM FACILITES IN THE WINGS HAVE NOT BEEN UPDATED SINCE
THEY WERE BUILT IN THE 1960s. IN ADDITION, MISCELLANOUS
RESTROOMS THROUGH OUT THE FACILITY CURRENTLY HAVE FAILING
PLUMBING.
• THE PROPOSED DESIGN CAREFULLY CONSIDERED IMPACTS TO THE
BUILDING AND DEVELOPED SOLUTIONS AND PATHWAYS TO REDUCE THE
INVASIVE NATURE OF THIS TYPE OF INFRASTRUCTURE REPLACEMENT.
PROJECT
GOALS
• REPLACE THE FAILING SANITARY & STORM PIPING SYSTEMS IN THE MAIN
BUILDING, EAST WING, WEST WING.
• RENOVATE SELECT RESTROOMS IN THE WINGS AND MAIN BUILDING,
INCLUDING MODERNIZATION AND ACCESSIBILITY IMPROVEMENTS.
• MINIMIZE NEW PIPING ROUTED IN EXHIBITS, AND LOCATE IN SERVICE
SPACES
• SAFEGUARD MUSEUM’S COLLECTIONS, VISITORS, AND STAFF BY
ADDRESSING FAILING SYSTEMS.
• MITIGATE THE AMOUNT OF INVASIVE WORK IN SENSITIVE MUSEUM AREAS.
• REDUCE RISKS TO THE COLLECTIONS & EXHIBITS.
• MAINTAIN PUBLIC PROGRAMS DURING CONSTRUCTION.
• MINIMIZE DISRUPTION TO THE MUSEUM’S OPERATIONS.
• PROVIDE FLEXIBILITY TO ADAPT TO FUNDING CHANGES.
MAJOR

TYPICAL CONSTRUCTION LOGISTICS PLANS
The construction documents include several typical logistics plans illustrating different scenarios where work is performed. The intent of these plans are to isolate work areas and protect adjacent spaces from construction activities. These plans indicate protection requirements as well as collection removal when needed. In total (20) Logistics Plans have been developed for the project and are located in the General Series.
