About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal has issued a Request for Information (RFI) for UH-60M Black Hawk Commercial Modification services. This is a market research initiative, not a commitment to procure goods or services, and responses will be treated as informational only with no entitlement to payment. The government seeks to assess the industrial base's capability to establish a commercial modification line for UH-60M aircraft, including component overhauls, airframe repairs, structural upgrades, and modernizations such as Common Infrared Countermeasures (CIRCM), Federated Advanced Navigation System (FANS), Blue Force Tracker 2, and other avionic enhancements. Respondents must submit detailed information using the provided Excel template addressing baseline capabilities, partnership preferences, facility locations, cost estimates, risk assessments, and business continuity plans. The RFI does not establish formal evaluation criteria as this is purely informational gathering; however, responses should address manufacturing capability, supply chain resilience, and affordability considerations. The deadline for RFI responses is March 26, 2026, with an Industry Day held on February 19, 2026, to provide additional guidance and allow for structured questions.

This RFI contains no set-aside designation and identifies no incumbent contractors. The government estimates approximately 30,000 direct labor hours and $7.1 million in material costs per aircraft modification, with a target delivery rate of 12 to 24 UH-60M aircraft annually over a multi-year horizon. No specific award value or budget is stated, as this is a market research phase to inform future acquisition strategy rather than a binding procurement action. The scope encompasses potential expansion to HH-60M variants and Foreign Military Sales partners, suggesting a substantial long-term opportunity for qualified vendors. The government has intentionally kept detailed requirements undefined at this stage, seeking vendor input on current capabilities, recommended solutions, critical risks, and opportunities to support Army Aviation transformation through 2050. Potential contractors should possess significant aircraft modification and overhaul capabilities, secure facilities meeting hangar requirements, specialized labor expertise, and established quality and safety management systems.
