About this file

This is a Request for Information (RFI) for a UH-60 Black Hawk Commercial Modification program issued by the Department of the Army Materiel Command Contracting Command at Redstone Arsenal. The comprehensive RFI seeks detailed vendor capabilities and insights for modifying UH-60M aircraft through a multi-year modification line, with vendors required to complete an extensive Excel workbook covering nine sections: administrative details, aircraft experience, capability and capacity, facility and security information, labor and overhead costs, quality and safety processes, technical considerations, risk assessment, and preferred partnership models.

The RFI explores potential partnership structures (prime/subcontractor, joint venture, public-private partnership) and requires vendors to provide granular information including current aircraft servicing experience, supply chain management, facility capabilities, labor rates, technical expertise, component overhaul capabilities, and potential modification approaches. Vendors must detail their ability to modify up to 12 UH-60M aircraft annually, with an estimated 30,000 touch labor hours per aircraft and anticipated material costs of $7.1 million per aircraft. The government emphasizes this is a market research exercise to evaluate industrial base capabilities and does not constitute a commitment to procurement, with responses being treated as informational only.

INSTRUCTIONS

This RFI is exploratory. We are interested in receiving input and responses from vendors with and without previous experience servicing vertical lift aircraft. Whether your organization is interested in the majority of the scope of work or to function as a component-level supplier, we look forward to hearing from you.

To ensure consistency and comparability, all respondents must complete the attached RFI Response Workbook according to the following instructions:

1. Complete ALL of the YELLOW Tabs - all questions are required unless otherwise noted These tabs include questions that all vendors must answer, regardless of proposed contract structure. These questions cover baseline organizational, technical, and financial information relevant to all prospective respondents.

Do not leave any required fields blank. If a question is not applicable, please indicate "N/A" and explain why. All responses should be concise, factual, and relevant to the question as written.

Please notice distinct types of input, according to cell colours:
Please fill in all columns highlighted in light grey
Please use drop down menu for columns highlighted in light blue.
In addition, each tab has page-specific instructions indicated by "Instructions" in bold at the top of the tab and/or section.

2. Complete at least one (1) GREEN tab corresponding to your organization's preferred partnership type In addition to the required questions, vendors must respond to questions in the tab(s) that reflect the delivery model(s) your organization is prepared to support. You may complete more than one tab if your organization is willing to support multiple delivery models.

Available partnership models and their corresponding tabs:

- Prime/Subcontractor Organization - as Prime

- Prime/Subcontractor Organization - as Subcontractor (e.g., component supplier)

- Joint Venture

- Public-Private Partnership

- Other

3. Submission Guidelines Submit the completed workbook in Excel format (.xlsx) by [insert due date] to [insert email or upload location]. You may attach additional supporting documents if referenced in your response, but all questions must be answered in the Excel workbook.

The filename should be formatted as:

256Why? (200 word maximum)
257(Optional) What is your second preference?
258(Optional) Why? (200 word maximum)

For reference, here are brief descriptions of each partnership type.

A. Prime-Sub Organization - as the PrimeA Prime-Subcontractor partnership as the prime is a contractual relationship where the Prime contractor holds the main agreement with the client and is responsible for overall project delivery. The Prime leads project execution, manages client communications, and ensures compliance with contract terms. Subcontractors are engaged by the Prime to perform specific tasks or provide specialized expertise. While the Prime oversees the entire project scope, subs operate under its direction and do not have a direct relationship with the end client.
B. Prime-Sub Organization - as a SubcontractorA Prime-Subcontractor partnership as the subcontractor is a relationship where the Subcontractor supports the Prime contractor, who holds the main contract with the client. The Subcontractor is engaged to deliver specific services or expertise defined by the Prime, working under their direction and within the scope of the larger project. The Subcontractor does not interact directly with the end client but must meet the Prime’s quality, timeline, and compliance requirements.
C. Joint VentureA Joint Venture (JV) is a formal partnership where two or more organizations collaborate to jointly deliver a project or service under a single contract. All partners share responsibility, risk, resources, and rewards. Unlike a Prime-Subcontractor model, each JV partner has a direct role in execution and decision-making, with shared accountability to the client.
D. Private-Public PartnershipA Public-Private Partnership (PPP) is a collaborative agreement between a government entity and a private-sector organization to deliver public services or materials. Both parties share risks, responsibilities, and rewards based on their contributions.
E. OtherDefined by the vendor
