About this file

This document is a Request for Information (RFI) from the Army's Utility Helicopters Project Office (UHPO) seeking industry input on a UH-60M Black Hawk Commercial Modification Program. The RFI aims to explore industry capabilities for modifying and sustaining the Black Hawk fleet through 2050, with a focus on integrating emerging capabilities, augmenting airframe repairs, and component overhauls. UHPO is not prescribing specific solutions but inviting system and component-level vendors to share their manufacturing capabilities, partnership preferences, risks, and opportunities.

The RFI will be discussed at an Industry Day in Huntsville, AL, and seeks to help UHPO shape its acquisition strategy for maintaining and modernizing the Black Hawk helicopter fleet. The draft Statement of Work (SOW) is intentionally brief, emphasizing essential tasks and assuming that solution development, integration, and testing are already complete. The government's goal is to conduct market research to assess vendor capabilities for a potential multi-year commercial modification line, with no commitment to procure goods or services at this stage.

Text version

Dear Industry Partners, I invite you to respond to this Request for Information (RFI) to support UHPO’s planning efforts for a UH-60M Commercial Modification Program.

The Black Hawk Fleet will continue to play a critical role in Army operations well beyond 2050. The prolific multi-role helicopter has amassed over 15 million flight hours throughout its storied history and will require a stable and affordable industrial base strategy to continue supporting defense and domestic operations into the future. Modification, formerly known as “recapitalization,” is an essential component to maintaining fleet readiness while opening a pathway to modernization for decades to come.

UHPO is exploring a partnership with industry to integrate emerging capabilities into the existing Black Hawk fleet to enable continuous transformation of Army Aviation formations at scale. The program will also augment the Army’s sustainment enterprise, providing additional capacity for airframe repairs and component overhauls, to maintain readiness as the Black Hawk fleet ages.

This RFI seeks to gain an early understanding of the industrial base’s manufacturing capabilities as UHPO shapes the requirements and strategy for this program. We are not prescribing solutions – we are inviting system and component-level vendors to share their capabilities, partnership preferences, and views on risks and opportunities.

The SOW is intentionally brief to emphasize what we believe to be the most essential tasks. While there may be opportunities to innovate in manufacturing, repair, and supply chain management this effort assumes solution development, integration, and testing is already complete. The illustrative MWOs and component overhauls are just a sample of the type of work we expect to complete in this program.

This is your opportunity to help us define the partnership and visualize a successful program from your perspective. I look forward to discussing this RFI with you at our Industry Day in Huntsville, AL and hearing your ideas in your responses. Thank you for choosing to participate in this critical conversation.

Sincerely, Ryan C. Nesrsta

COL, AV
