About this file

This is an Industry Day presentation for a Request for Information (RFI) regarding UH-60M Black Hawk Commercial Modification, held on February 19, 2026, at Auburn University Research and Innovation Campus. The presentation was delivered by the Utility Helicopters Project Office (UHPO) under the Department of the Army Materiel Command Contracting Command Redstone Arsenal. The RFI is solely for market research to inform Government acquisition strategy and does not constitute a commitment to procure goods or services or to award a contract. COL Ryan Nesrsta (Project Manager) and LTC Aaron Kia (Product Manager) led the discussion on the Government's objectives and response requirements.

The Government seeks to identify and assess commercial solutions to modernize and sustain the fielded UH-60M Black Hawk helicopter fleet while supporting Army Aviation transformation at scale. The Statement of Work scope includes aircraft induction/depopulation, paint removal and reapplication, preventative maintenance, structural installs (10.65 LBL Beam, FS 320 Frame, FS 379 Frame), Maintenance Work Order installations (CIRCM, FANS, BFT2, EAWIS, IAFTS, AN/AAQ-22 FLIR), and component overhauls (engine, main transmission, main rotor blades, swashplate, rotary wing spindle head, hydraulic pump, landing gear, and engine power unit). The Government requires 12-24 UH-60M aircraft deliveries per year with focus on manufacturing capability and capacity. Respondents must use the provided Excel response template (marked "Final") addressing baseline information, partnership preferences, facilities (three most suitable locations with aircraft bay definitions), cost estimates based on 30,000 direct labor hours and $7.1 million material costs per aircraft, risk assessment (top three risks/opportunities), and crisis management/business continuity plans. Responses must be submitted by March 26, 2026. The Government indicated that detailed requirements are undefined at this time and seeks vendor input on current capabilities, recommended solutions, critical risks, and opportunities rather than prescriptive solutions.

LTC Aaron Kia Product Manager, Recapitalization Statement of Work Overview and Q&A

Notes view: 6

Objective: To identify and assess commercial solutions to modernize and sustain the fielded UH-60M Black Hawk helicopter fleet and support Army Aviation transformation at scale.

Strategic Goal: Leverage commercial capabilities and investments to improve aircraft performance, increase fleet readiness, and stabilize the industrial base.

Key Drivers:

Manufacturing Capability: Ensuring the industrial base can deliver a conforming product Supply Chain Resilience: Mitigating risks associated with parts availability and obsolescence Affordability: Seeking cost-effective solutions to perform modifications at scale while reducing the total lifecycle costs Program Vision: To create a stable, long-term industrial partnership that can consistently deliver mission-ready aircraft back to the fleet, ensuring operational dominance for decades to come.

Program Overview

Notes view: 7

Solely for market research to inform government acquisition strategy The Government has not determined the final acquisition approach, and a contract will not be awarded on the basis of this RFI Information will not be used for subsequent evaluation or source selection

The statement of work represents a draft requirement to assess industry capabilities The brevity of the SOW and Response Template reflect the level of detail requested in responses The Government is not prescribing solutions but rather is seeking insight into what is achievable Capabilities, partnership preferences, and views on risks and opportunities The Government is interested in feedback from system and component-level vendors

General approach to RFI response:

Benchmark responses with current capabilities or recommended solution for meeting the requirement Emphasize critical risks and opportunities that have the greatest impact on a successful program Request for Information Overview

Out-of-scope Evaluation criteria and performance metrics Contracting vehicles and timelines Modernization gaps/priorities/solutions

Questions regarding Statement of Work / Scope

QuestionsAnswers
Engineering Topics:

Direct and indirect engineering support functions Deviation/Discrepancy reconciliation Configuration Authority Material Review Board Quality Assurance / Quality Control standards and oversight (AS9100, DCMA) Training certification (A&P) Airworthiness (FAA vs AWR) Innovation Opportunities (automation, digital engineering) Detailed requirements are undefined at this time

Respond with current capabilities and/or recommended solution to meet the requirement

Characterize major differences between current and estimated requirements as a risk or opportunity

Example: Describe your Quality Management System

The vendor should reply with current quality certification (i.e. ISO 9001, AS 9100, etc) If you identify quality certification standards as a critical risk, consider highlighting it in the Risk Assessment tab Highlight the effort required to meet higher quality certification standards Highlight the opportunity of delivering a conforming product at recommended quality certification standard

- AS9100

- Dynamic Component Sources of Supply Notes view: 10

Questions regarding Statement of Work / Scope

QuestionsAnswers
Logistics Topics:

Logs and Records Weight and Balance Induction schedules Facilities and Transportation Component replacement (overhaul, GFE, or CFE) Component overhaul standard (zero-time) Supply chain disruptions, obsolescence, parts availability Long-lead or high-value strategic spares Detailed requirements are undefined at this time

Respond with current capabilities and/or recommended solution to meet the requirement

Characterize major differences between current and estimated requirements as a risk or opportunity

Example: Component Repairs and Overhaul – contractor shall overhaul / zero-time the components

The vendor should reply with how they plan on accomplishing the requirement Does the vendor currently have the capability to conduct the repair / overhaul in-house?

Does the vendor prefer to partner with industry to outsource the overhaul (i.e. CFE)?

Does the vendor prefer sourcing the component from the Government (i.e. GFE)?

If you identify component repair, overhaul, or sourcing as a critical risk, consider highlighting it in the Risk Assessment tab.

Data Rights & Analysis

How will data be used?

How will data be protected? Assert appropriate data rights using a cover sheet USG will comply with DODI 5230.24 to protect proprietary information Data will inform the Government’s Acquisition Strategy Cost Analysis:

Range vs Point estimates Labor category definitions Point estimate for composite labor rate Project support staff and supervisors of direct/touch employees should be included in program management Number of employees refer to Full Time Equivalent (FTE) that would support the program Cost assumptions: 30,000 direct labor hours, $7.1M material costs per A/C Facilities Multiple Location/Facilities Aircraft Bay definition Report three most suitable facilities where the bulk of aircraft activities will occur; cumulative summary of multiple facilities in a single location is acceptable An A/C bay is a dedicated space/position for performing work on a single aircraft

PartnershipsPartnerships are notional and should reflect vendor preferences or recommendations
Crisis management and business continuity planGeneric reference to assess resilience and continuity of operations in response to unforeseen events (i.e. labor strikes, supply chain disruptions, natural disaster, etc.)
Risk AssessmentEmphasize top 3 risks or opportunities
