About this file

This document is a Statement of Work (SOW) for a UH-60M Black Hawk Commercial Modification program issued by the Utility Helicopters Project Office (UHPO). The SOW outlines a comprehensive modification effort for the Black Hawk fleet, targeting 12-24 Army Black Hawks annually, with potential expansion to HH-60M aircraft and Foreign Military Sales partners. The modification involves extensive aircraft overhaul, including component restoration to "zero-time" condition, structural repairs, and modernization upgrades such as Common Infrared Countermeasures (CIRCM), Federated Advanced Navigation System (FANS), Blue Force Tracker 2, and encrypted aircraft wireless intercom systems.

The scope requires a contractor to provide full technical support, including aircraft disassembly, inspection, component overhaul, structural repairs, and reassembly of 10 specific components like engines, main transmission, rotor blades, and landing gear. Key requirements include performing detailed maintenance activities, conducting test flights, weight and balance checks, paint removal, and implementing multiple modernization work orders. The contractor must also provide indoor climate-controlled hangar space, necessary equipment, and support for government representatives. The program aims to extend the Black Hawk fleet's operational capabilities through 2050, with the government seeking industrial base insights into modification feasibility through this Request for Information (RFI).

UH-60M Commercial Modification Statement of Work (SOW) 12 December 2025

1 SCOPE

1.1 Background

The Black Hawk fleet will continue to play a critical role in Army operations to 2050 and beyond. UHPO is seeking to engage with the industrial base to assess the feasibility of a commercial modification program to meet warfighter needs for readiness and transformational capabilities delivered by the UH-60M aircraft. This program presents a significant opportunity with the potential for 12-24 Army Black Hawks per year and additional aircraft from the HH-60M fleet and FMS / BEST partners. The Government is not prescribing solutions but rather is seeking insight into what is achievable. This SOW and accompanying RFI serves to gauge the industrial base’s capabilities.

1.2 Scope

The successful accomplishment of this Statement of Work (SOW) will produce UH-60M aircraft built to the UH-60M Modification configuration accomplished through sustainment and modernization activities. This modification (previously known as recapitalization) SOW addresses overhaul of components, airframe repairs, and upgrades / modernizations.

2 STANDARDS

The UH-60M Commercial Modification standard is as follows:

2.1 Components

The standard for components is the restoration of Mean Time Between Repair (MTBR) to that between new and first overhaul. For the purposes of this SOW, a total of 10 components have been identified for overhaul.

2.2 Airframe

The aircraft will be disassembled and undergo detailed inspection. Airframe components with defects or damage will be repaired or replaced. Corrosion and fatigue will be addressed, and corrosion prevention measures will be applied.

2.3 Illustrative Upgrades / Modernizations

Upgrades will be installed on the aircraft IAW MWOs.
