About this opportunity
The Department of the Navy Naval Supply Systems Command seeks to procure continued development and expansion of the U.S. Naval Community College (USNCC) Consortium for Integrated Academic Solutions through a multiple award IDIQ contract with proposals due May 15, 2026 at 4:00 PM EDT and questions due May 5, 2026 at 12:00 PM EDT.
The contract carries no set-aside. Place of performance is Annapolis, Maryland. The Government intends to award up to 15 task order contracts to accredited postsecondary institutions capable of offering fully online, asynchronous associate degree programs (AS, AA, or AAS with minimum 60 semester credit hours) plus embedded and standalone professional certificates. Core requirement: all participating institutions must be able to confer associate-level credentials. The procurement targets approximately 15–20 different associate degrees plus certificates, micro-credentials, and courses in technical and non-technical fields serving military personnel (Sailors, Marines, and Coast Guard) and their families. All programs must be 100% online and incorporate a mandatory 15-credit Naval Studies Certificate taught by USNCC. Offerors may propose up to 18 distinct academic fields. NAICS code is 611310, Colleges, Universities, and Professional Schools; PSC is U099, Education/Training—Other.
Each successful offeror receives an IDIQ with a preestablished maximum ceiling of $342,689,131.55 over a five-year base ordering period (August 1, 2026 through September 30, 2030) plus one optional six-month extension. The contract is firm-fixed-price on a normalized credit hour basis. Pricing must include tuition per credit hour, instructional materials, term fees, annual fees, and graduation fees across all contract line items. Offerors must carry pricing forward across the base year and five option periods (CLINs 0001–0006). Program Management and IT/Data Support services are optional additional CLINs.
Evaluation occurs in two phases. Phase I assesses Institutional Characteristics (accreditation status and maintenance) for acceptability using a Phase I form (5 pages). Phase II evaluates acceptable offerors on Performance Approach (8 pages), Academic Capabilities using a Phase II form (54 pages maximum, with 3 pages per proposed academic field), and Past Performance (6 pages using a required Past Performance Information Form). Non-price factors (Performance Approach, Academic Capabilities, and Past Performance) are weighted equally and significantly more important than price. Price realism analysis will not be conducted. Volume I (non-price proposal) is limited to 73 pages total, all-inclusive; Volume II (price proposal) is not page-limited. Past performance references need not be limited to Navy contracts or work within the past five years; offerors may provide up to three relevant contract examples.
Distinctive requirements include CMMC Level 1 (Self) certification for all information systems, secure SFTP/CSV data exchange capability at award with transition to API-based automation within the implementation timeline, and FAR clause 52.222-90 (non-discrimination in employment). Offerors must be registered in SAM.gov prior to award and respond to FAR 52.212-3 certifications. Partner institutions must execute a bilateral Consortium Agreement, implement military-friendly policies (including waiver of application, enrollment, and transcript evaluation fees), accept military training credits via Joint Services Transcript with maximum transfer credit, establish four-year transfer pathways to bachelor's degrees, and waive or credit USNCC-earned courses toward residency requirements (limited to 16 semester hours minimum at home institution). Institutions must deliver courses in 6–10 week terms, minimum three terms per academic year, with a maximum 25:1 student-to-faculty ratio. Weekly data submissions on admissions, enrollment, course registration, and attendance metrics are required beginning upon program launch. All USNCC students are military personnel; institutions must ensure no tuition billing occurs for USNCC-funded students. The solicitation has been amended multiple times (most recently Amendment 0008 on May 5); the deadline was extended from April 30 to May 15, and page limitations for Volume I increased from 55 to 73 pages through successive amendments. Questions and Answers (Attachment XI) have been updated as of May 13, 2026. Proposals must be submitted electronically to john.d.favata.civ@us.navy.mil.
