About this file
This is a Pricing Template Instruction Sheet for the USNCC Consortium for Integrated Academic Solutions (CIAS) IDIQ contract.
Partnership Institutions submitting pricing for this IDIQ contract must provide pricing across four program categories: Current Programs (non-italic, already implemented with enrolled students), Pipeline Programs (italicized FY27 programs in development), Custom Programs (listed as [Insert Program] – FY27 lines selected from Attachment IV), and Program Management/IT/Data Support (fully burdened rates). For each program submitted, institutions must price five mandatory cost elements: tuition per credit hour, instructional materials (average annual cost), term fees (average per term annually), annual fees, and graduation fees, with adjustments to credits per course as needed. Institutions are not required to price all programs but only those they can readily support at award inception; unprice programs considered for future implementation require fair and reasonable price review before implementation. Priced values must be carried forward to all follow-on contract line items (CLINs 0002–0006 covering the base year plus additional six-month periods), with offerors permitted to apply economic adjustments such as inflation in subsequent CLINs. The Government will evaluate offerors on credit hour rates, applicable fees, materials costs, and fully burdened rates for program management and IT/Data Support CLINs to ensure fair evaluation regardless of program quantity. Each successful offeror receives an IDIQ contract with a preestablished maximum ceiling of $342,000,000.

USNCC Consortium for Integrated Academic Solutions
Pricing Template Instruction Sheet
The pricing template lists what programs a Partnership Institution (PI) may implement under the CIAS award. All programs that are listed on the pricing template in Column C (Programs, are broken down in to 4 categories:
1) Current Programs (identified non-italic such as Military Studies) are programs currently implemented with a PI and currently have students enrolled.
2) All programs listed in italics, such as FY27 (Additive/Advance Manufacturing) are programs in the current pipeline with the USNCC.
3) All programs that are listed in the form [Insert Program] – FY27 are lines where a PI may add a program from Attachment IV – USNCC Academic Program Classification.
4) Program Management and IT/Data Support – a fully burdened rate charged to supplement labor for the award per fiscal year. Contract awardees, prior to being issued a task order, will have the opportunity to quote and utilize the fully burdened rate established in the respective IDIQ contract to determine a total amount necessary in support of a specific degree program.
The PI is not required to price all programs they are submitting for consideration, but to price what programs they can readily support at the beginning of the award. This requires the PI to place a value in 5 columns for each program:
1) Tuition – cost per credit hour
2) Instructional Materials – Average cost of materials for this program per year
3) Term Fees – Average cost of fees per term per year
4) Annual Fees – Average cost of fees that are charged per year
5) Graduation Fees – Average cost of graduation fees
6) Credits/Course – Adjust as necessary per the terms of your institution
Note: Programs that are not included in the price quote but are be considered for implementation at a future date, will require a price review to determine fair and reasonable prior to program implementation.
These values need to be carried over to all follow-on CLINs, i.e. if a PI inputs values for Military Studies in the Base Year (CLIN 0001), then those values will need to be input on CLIN 0002 through the additional 6-month period, a total of 5 additional tabs. In each follow-on tab, the PI may consider economic adjusts, such as inflation, to the costs.
PIs also have the option to input values for Program Management and IT/Data Support.

This is an example of a Partnership Institution whose response includes implementing three programs (Military Studies, Mechatronics, and Biotechnology) in the Base Year (FY27) and included a fee for Project Management and a fee for IT/Data Support. As stated in Amendment 0002, “each successful Offeror will receive an Indefinite Delivery/Indefinite Quanty (IDIQ) contract with a preestablished maximum ceiling of $342,000,000. For source selection, best-value tradeoff, and price analysis purposes the Government will consider the offeror’s credit hour rates applicable fees, materials, and fully burdened rates for the program management and IT Data Support CLINs. This approach ensures a fair evaluation regardless of the number of programs an offeror provides.”
