Summary of Solicitation N0018926RB002

This is a Request for Proposal (RFP) for a multiple award, indefinite delivery/indefinite quantity (IDIQ) firm fixed price contract for the U.S. Naval Community College Consortium for Integrated Academic Solutions (USNCC CIAS). The Navy intends to award up to 15 multiple award contracts to develop and expand the USNCC CIAS, which will provide approximately 15-20 different associate degrees, embedded and stand-alone certificates, micro-credentials, and courses in both technical and non-technical fields of study for military personnel. The overall contract delivery period runs from August 1, 2026 through January 31, 2032, consisting of a 60-month base ordering period (CLIN 0001) and a 6-month option period (CLIN 0002). Proposals are due electronically by 12:00 PM Philadelphia Time on April 21, 2026, with questions due by April 7, 2026. The contract minimum is $500.00 per contractor, with maximum values to be determined at the time of individual award.

Proposals must be submitted in two separate volumes: Volume I (Non-Price Proposal, maximum 20 pages) addressing Institutional Characteristics (5 pages), Performance Approach (8 pages), Academic Capabilities (1 page per field), and Past Performance (6 pages using a required form); and Volume II (Price Proposal, unlimited pages) containing firm fixed price credit hour rates by labor category submitted in Excel format. Evaluation will occur in two phases, with Phase I assessing Institutional Characteristics for acceptability, and Phase II evaluating Performance Approach, Academic Capabilities, Past Performance, and price for offerors who pass Phase I. Non-price factors are equally weighted and considered significantly more important than price. Offerors must be regionally accredited postsecondary institutions, provide up to three relevant past performance references from the past five years, and demonstrate capability in their proposed academic program fields. The solicitation is set aside for Women-Owned Small Businesses (WOSB) and contains standard FAR clauses applicable to commercial services. Proposals must remain valid for 180 days from the solicitation closing date.

To maximize the anticipated cost, management and technical benefits derived from the issuance of task orders issued under this Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract, the Government intends to add additional prime contractors over the life of this contract in order to maintain a sustainable environment at the task order level in support of a new and expanding academic programs.

In addition, the Government reserves the right to "on-ramp" new academic programs not yet identified to the prime contractors' base contracts. The Government will issue a request for capability statements regarding the new program area and will "on-ramp" that program to contractors determined capable.

The solicitation will be preceded by a "sources sought" synopsis on the NECO (Navy Electronic Commerce On-line) and the GPE websites (https://www.neco.navy.mil and sam.gov, respectively) to help the Contracting Officer determine if potential additional prime contractor sources exist. It is anticipated the contracts resulting from the on-ramp solicitation will have a base ordering period that runs concurrent with the balance of the (base) ordering period of the contracts awarded on initial offers and the option period. Nevertheless, the Contracting Officer reserves the right to conduct the on-ramp earlier, if necessary to support the evolving needs of the existing academic programs.
