About this file

This document is a definitions file for the University of the Strategic Naval Command Consortium (USNCC) Contract and Institutional Agreement Services (CIAS). It provides standardized terminology used across USNCC contract documentation and partner institution agreements.

The document defines 60+ key terms related to academic programs, student enrollment, credentials, and institutional operations. Academic-related definitions include Academic Calendar, Academic Program, Academic Services, Academic Year, Asynchronous Learning, Certificate Program, Credential, Curriculum, Degree Program, and Assessment of Student Learning. Student-related definitions clarify distinctions between degree-seeking students, non-degree students, and Transitioning Consortium Students (TCS), along with definitions of Eligibility and Eligibility Lists. Institutional definitions include Partner Institution (PI), Residency Requirement, and Teach-out Plan. Financial and administrative terms define Census Date, Financial Lock Date, Financial Data Feed, Fiscal Year, and Evaluated Education Plan. The document also defines the Naval Studies Certificate program, which comprises five courses totaling 15 semester credit hours. Contractual language definitions distinguish between "Shall" (contractually binding, verified, and measured), "Should" (expected goals not formally verified), and "Will" (Government-required actions or expected future events). The definitions establish standard terminology to ensure consistency across USNCC consortium agreements with multiple partner institutions and support clear communication regarding student services, academic offerings, and contract performance measurement.
