About this opportunity
The Federal Aviation Administration (FAA) is procuring two portable Distributed Energy Resource (DER) units consisting of integrated Photovoltaic (PV) and Battery Energy Storage System (BESS) solutions to support critical National Airspace Systems facilities. Each unit must provide a minimum 20 kW PV power output with 300 kWh lithium iron phosphate battery capacity and a 9 kW minimum inverter rating, designed as a complete turnkey microgrid system that is modular, rapidly deployable, and transportable via freight or truck delivery. The systems must integrate seamlessly with existing FAA facility power infrastructure and support third-party connection with FAA Remote Monitoring and Management systems via Modbus RS485 protocol. The contractor must provide comprehensive deliverables including factory acceptance testing, technical documentation, operation and maintenance manuals, training materials, warranty certificates, and both on-site training sessions in Oklahoma City and Georgetown, Bahamas for up to 10 FAA staff per session. Proposals will be evaluated using Lowest Price Technically Acceptable (LPTA) methodology, with the original proposal deadline of October 22, 2025 at 5:00 pm CST, and questions regarding the RFI were due by October 14, 2025.
This solicitation does not utilize any set-aside designation and is classified under NAICS code 221114 for Solar Electric Power Generation. No incumbent contractors or current service providers are identified in the documentation. While specific contract values are not disclosed, the procurement requires delivery of both DER units to Oklahoma City within 120 business days of contract award, with a production schedule to be submitted within 15 business days of award. The primary place of performance is Oklahoma City, Oklahoma, with additional deployment support required in Georgetown, Bahamas within 6 months of delivery. The solicitation emphasizes that the FAA requires a complete integrated PV/BESS solution and will not accept partial proposals consisting of only battery storage components, with the units capable of being configured as either containerized systems or trailer-mounted configurations.
