About this file
This is a Request for Information (RFI) from the Federal Aviation Administration (FAA) for two portable Photovoltaic Battery Energy Storage System (PV BESS) units. The FAA seeks a deployment-ready, portable microgrid system with specific technical requirements: each Distributed Energy Resource (DER) unit must have a minimum 20 kW photovoltaic array, a 300 kWh battery storage capacity, and a 9 kW minimum inverter rating. The units can be either containerized or trailer-mounted, with a preference for a standardized configuration that is compact and easily deployable. The FAA is open to different form factors (20ft or 40ft containers, 32ft or 40ft trailers) and would consider a supercapacitor battery storage solution instead of a lithium-ion battery.
The RFI indicates the FAA requires delivery of both units within 120 business days of award and emphasizes that the proposal must include both the solar and battery storage components as an integrated system solution. Potential vendors cannot submit a partial solution or only the BESS component. The document provides flexibility for vendors to propose specific details about the unit configuration while maintaining clear minimum technical requirements and a preference for standardization and ease of deployment.

10/15/2025 RFI’s: Two (2) Portable PV BESS units
Form factor of the Portable DER Units – Do they need to be containers or trailers, or one of each?
The FAAs requirement for these systems:
o Meets the FAA technical scope requirements o Portable: which can either be containerized or trailer mounted. The preference is the same configuration for standardization.
o Can be easily deployed and set up for long term critical system power support
If it’s a container, does it need to be 20ft or 40ft?
FAAs preference is a solution that is compact and easily deployable along with meeting the FAA technical requirements as stated in the SOW.
If it’s a trailer, does it need to be 32ft or 40ft?
FAAs preference is a solution that is compact and easily deployable along with meeting the FAA technical requirements as stated in the SOW.
Will the PV array be 20 kW on each DER, or 10 kW on each to equal a total of 20 kW?
Each DER array requires a minimum size of 20kW.
Will the BESS be 300 kWh on each DER, or 150 kWh on each to equal a total of 300 kWh?
Each DER BESS requires a minimum capacity of 300kWh.
Can the BESS be a Supercapacitor battery storage instead of Lithium-Ion battery?
FAA would consider a Supercapacitor BESS solution.
Is there a minimum kW or A rating for the Inverter? We are trying to understand the maximum continuous load to size the inverter accordingly.
The minimum requirement is 9kW.
Can you confirm the delivery time for each DER?
FAA would like delivery of both units within 120 business days of award to meet internal organization goals. If unable to meet this timeline, this area is left blank in section F, table 1 for the contractor to complete.
Can you please clarify whether the Solar and BESS portions of the requirement can be separated, and if it would be acceptable to provide only the BESS component.
FAA’s requirement is for a deployment ready portable PV/BESS (microgrid configured) system solution as stated in the SOW. It would not be acceptable to only provide the BESS system component.
