About this file

The document is a Mobile DER Unit Evaluation Instruction detailing technical evaluation criteria for a Distributed Energy Resource (DER) unit solicitation by the Federal Aviation Administration (FAA). The evaluation focuses on comprehensive technical specifications and performance parameters, including assessment of system components such as PV modules, batteries, inverters, microgrid capabilities, and remote monitoring features. Key evaluation points include verifying equipment quality, efficiency, safety compliance (UL and IEEE standards), transportability, installation practicality, and integration capabilities with existing power systems.

Specific evaluation parameters cover technical aspects like battery technology (Lithium Iron Phosphate), system compatibility with single and three-phase power panels, network integration support, Modbus TCP/IP protocol requirements, and the system's ability to withstand environmental challenges. The instruction mandates a thorough review of system warranties, industry certifications, delivery capabilities, quality assurance strategies, and the project's implementation timeline. The associated federal contract opportunity seeks two portable DER units to support critical FAA National Airspace Systems facilities, emphasizing the need for a modular, rapidly deployable emergency energy solution that can be transported via freight or truck and integrate with FAA's Remote Monitoring and Management system.

Mobile DER Unit Evaluation Instruction

Evaluation Review Points
Evaluation Parameter
Technical Specifications
Evaluate detailed descriptions of all system components provided, including specifications for each component (e.g., PV modules, batteries, inverters).
Equipment Quality and Efficiency
a) Evaluate the quality, efficiency, and warranty of the PV modules, ensuring they are Tier 1 and compliant with UL 61730.

b) Evaluate the battery technology (e.g., Lithium Iron Phosphate), energy capacity, fire safety compliance, environmental controls and compliance with UL 9540.

c) Evaluate the inverter's efficiency and compliance with UL 1741 SA and IEEE 1547.

d) Verify the materials and design for weather resistance and ability to withstand seismic forces.

Certificates
a) Confirm the system complies with relevant industry standards (e.g., IEEE, UL, NFPA).

b) Ensure adherence to industry regulations, such as NEC 70.

c) Evaluate the terms and coverage of the vendor’s warranties and various system component warranties.

Microgrid capability
a) Evaluate the capability for multi-distributed energy resource input control.

b) Evaluate the system's capability for real-time monitoring and comprehensive data logging.

Remote Monitoring
Verify that the system supports network integration and Modbus TCP/IP protocol requirements.
Compatibility and Integration
a) Ensure compatibility with both single-phase and three-phase power panels.

b) Verify the presence of a backup generator connection point and its compatibility.

Delivery Capability
a) Evaluate the system's transportability via different modes (truck, rail, ship, cargo aircraft).

b) Evaluate the ease and practicality of installation at the site.

Timeline
Evaluate the detailed timeline with key milestones for the project phases, including production, testing, and delivery.
Quality Assurance
Evaluate the strategies implemented at each production stage to ensure quality and reliability, including inspections and audits.
