About this file

This is a Technical Offer Worksheet that establishes the submission requirements for vendors responding to the Guam Tugs Reprocurement solicitation (N3220526R6049). The worksheet serves as a compliance checklist for offerors to demonstrate that their proposed tugs meet the minimum technical requirements specified in the solicitation.

Offerors must submit the completed Technical Offer Worksheet (Attachment 5) along with the following supporting documentation: a completed Offered Vessel Characteristic Worksheet (Attachment 2) for each tug or class of tugs proposed, listing the specific vessel name(s); general arrangement drawings, current pictures, and vessel specification sheets confirming clean non-marking fendering along the entire length with propeller guards if applicable; U.S. Coast Guard Certificate of Inspection (COI) and Certificate of Documentation (COD) with coastwise endorsement for each tug, verifying U.S. flag status and Jones Act compliance; a vessel casualty plan (Attachment 10) describing practicable means and methods for acquiring and deploying substitute tugs in event of vessel casualty; and a strike contingency plan (Attachment 10) detailing how services will be maintained during labor strikes or crew deficiencies. The proposal must cross-reference all documentation to specific boxes and page numbers in the Technical Offer Worksheet to demonstrate compliance with vessel characteristic requirements outlined in Part I, Section 9 of the solicitation.
