About this opportunity
The Transportation Security Administration (TSA) is seeking industry input through this Request for Information (RFI) for testing support services re-competition covering Transportation Security Equipment (TSE) used to screen passengers and baggage. TSA currently operates four separate commercial single-award Blanket Purchase Agreements (BPAs) covering four main testing categories: Developmental and Qualification Testing, Integrated Testing, Acceptance Testing, and Operational Testing. The agency aims to obtain these services more effectively and cost-efficiently as it enters the re-competition cycle, with testing primarily conducted at the TSA System Integration Facility near Ronald Reagan Washington National Airport. Companies interested in responding must submit White Papers addressing specific questions outlined in attachments covering each testing category, along with a Cover Letter and Capability Statement detailing company information, GSA schedules, and strategic sourcing vehicles. The deadline for submissions is August 22, 2025, and TSA may conduct optional one-on-one meetings with respondents following the RFI review.
This procurement does not currently specify any set-aside designations, though TSA has not made final decisions regarding contract vehicle structure, type, or potential set-asides for the upcoming re-competition. The current BPAs have performance periods ending between August 2026 and September 2027, and all are currently awarded under NAICS code 541330 "Engineering Services." While specific contract values are not disclosed in this pre-solicitation notice, the attached documents reference comprehensive pricing schedules with multiple Contract Line Item Numbers (CLINs) spanning five-year performance periods including base years and multiple option periods. The testing support encompasses various complexity tiers and includes services such as program management, test execution, data analysis, engineering support, cybersecurity testing, and logistics across multiple technology domains including checkpoint screening, checked baggage inspection, and specialized security equipment evaluation. TSA emphasizes that this RFI is purely for information gathering purposes with no guarantee of future solicitation.
Notice text
TSA is required to conduct various types of testing on fielded and under-development Transportation Security Equipment (TSE) that is used to screen passengers and baggage as well as on certain other equipment used by TSA. At a high-level, these tests can be divided into four main categories: (i) Developmental and Qualification Testing, (ii) Integrated Testing, (iii) Acceptance Testing and (iv) Operational Testing.
Currently, TSA purchases these testing support services under four separate, commercial, single-award Blanket Purchase Agreements (BPAs) each covering a different general type of testing and related services. TSA is interested in obtaining these services more effectively and/or cost efficiently as it enters the re-competition cycle for them.
Please note that TSA has not made any final decisions regarding the contract vehicle(s) to be used for the testing support services re-competition (i.e. contract type, contract vehicle, set asides, etc).
