About this file
This document is a Request for Information (RFI) seeking industry input on structuring Operational Testing Support Services (OTSS) for Transportation Security Equipment (TSE). The government is exploring more efficient and cost-effective approaches to Test Planning, Analysis and Reporting (PAR), currently priced as a Firm-Fixed Price (FFP) model for a "Standard PAR Team" covering one test event per month. Key areas of interest include: building flexibility into team composition as TSE develops, accounting for fluctuating testing demand and funding, handling operational testing delays and schedule shifts, streamlining decision-making processes, and optimizing program management. The Transportation Security Administration (TSA) prefers fewer, larger annual orders to minimize fund realignment and wants to maximize FFP contract structures while maintaining the ability to adapt to evolving testing requirements and technological changes in security equipment.

OTSS Questions / Areas for Input
• How can the OTSS requirements be more efficiently and/or cost effectively structured?
• Currently, Test Planning, Analysis and Reporting (PAR) is priced on a Firm-Fixed Price (FFP) basis for a “Standard PAR Team” for one month for one test event. A Standard PAR Team includes all of the necessary team members (including Subject Matter Experts) to perform PAR activities for one month, for one test event and are defined on a test-type basis. A specific test event may require multiple months of PAR support, depending on the scope and complexity of the test. The Government is interested in alternate ways to structure PAR.
• Under the current structure, the composition of the Standard PAR Team is fixed. However, as
Transportation Security Equipment (TSE) develops, additional or different expertise may be needed on a Standard PAR Team. The Government is interested in whether PAR can be structured to build in flexibility. For example, what if there is a change in TSE types which now requires different types of Subject Matter Experts on the PAR team?
• Operational Testing often requires extensive knowledge of TSE as well as TSA practices, policies and procedures. Demand for testing may fluctuate. The Government is interested in ensuring that qualified support is provided while also accounting for fluctuations in demand as well as changes to available funding.
• Operational Testing is subject to delays and schedule shifts. How can the OTSS requirement be structured to account for delays and schedule shifts?
• The Government is interested in innovative ideas and/or ways to structure the requirements in order to shorten the length of time that it takes to reach decision points.
• The Government is interested in whether there is a better or more efficient way to structure
Program Management.
• The Government has a preference to make as much of the requirement as possible Firm Fixed
Price (FFP) and is interested in receiving industry feedback on alternatives.
• The Government would prefer a small number of “larger” orders per year versus multiple
“small” orders. The Government would also like to avoid the need to re-align or roll-over unused funds from year-to-year.
