About this file
This document is a Request for Information (RFI) from the Transportation Security Administration (TSA) seeking industry input on improving the Integrated Transportation Security Services (ITSS) contract structure. The document outlines several key areas where TSA is requesting feedback, including:
- Efficiency and cost-effectiveness of contract requirements, including strategies for: maintaining qualified testers during test gaps, flexible testing team sizing, handling short-turnaround taskers, managing travel costs and extensions, and addressing testing failures or delays. 2. Budget constraints related to year-to-year funding, which can be "swept" for higher priority requirements, making multi-tier or optional contract structures challenging. TSA is specifically interested in contract structuring recommendations that can accommodate these funding uncertainties while maintaining a firm-fixed price approach and providing the necessary testing support services for Transportation Security Equipment across developmental, integrated, acceptance, and operational testing categories.

ITSS Questions / Areas for Input
• How can the ITSS requirements be more efficiently and/or cost effectively structured?
• There may be gaps and/or lulls between tests of several weeks. The Government is interested in industry feedback on how to maintain qualified testers in light of these gaps/lulls.
• The Government is interested in alternate ways to structure travel and/or whether there is any way to account for delays and schedule shifts where travel may need to be extended.
• The Government is interested in testing team flexibility – meaning certain tests may require more or less personnel. The Government is interested in a contract structure which would allow for this flexibility while still remaining firm-fixed price.
• The Government may receive taskers or other requests with a short turnaround time and require input / assistance from the contractor. The Government is interested in receiving industry feedback on how the contract can be structured to allow for these taskers to be handled quickly.
• The year-to-year budget for ITSS is set by TSA several years in advance. However, funding that is not obligated, may be “swept” to fund higher priority requirements. This has made the use of
“tiers” or “options” difficult at the Order level since funding may not be available. The
Government is interested in receiving industry feedback on how the contract can be structed in light of this constraint.
• The Government would like to reduce or minimize travel costs associated with ITSS, how can this be accomplished or what do you recommend?
• The Government would like to better address handling testing failures and delays (i.e. what happens if a system isn’t ready to test requiring the tester to stay at a site longer than anticipated).
How can this be accomplished or what do you recommend?
