About this file
This document is a request for industry input on the Transportation Security Administration's (TSA) Acquisition and Test Support Services (ATSS) contract re-competition. The document outlines several key areas where TSA seeks feedback from potential contractors, including: methods to structure requirements more efficiently and cost-effectively, handling unpredictable testing schedule and priority shifts, managing short-turnaround taskers, streamlining invoice processes, addressing budget constraints, reducing travel costs, managing testing failures and delays, and consolidating multiple small orders into fewer larger orders. The government is specifically looking for innovative approaches to contract structuring that can provide flexibility given the dynamic nature of their testing requirements for transportation security equipment.

ATSS Questions / Areas for Input
• How can the ATSS requirements be more efficiently and/or cost effectively structured?
• Testing schedules may shift with little or no advanced notice. Often, these schedule shifts occur after travel to a site that has already been scheduled. The Government is interested in receiving industry feedback on how to deal with this in a cost-effective manner.
• Testing priorities may shift with little or no advanced notice, often after funding has already been obligated. At the Order level, this often leads to “re-alignments” where unused funding from one year is used to fund subsequent years. The Government would like to structure the contract to minimize the need for re-alignments at the Order level.
• The Government may receive taskers or other requests with a short turnaround time and require input / assistance from the contractor. The Government is interested in receiving industry feedback on how the contract can be structured to allow for these taskers to be handled quickly.
• The Government is interested in whether there is a streamlined method for handling invoices (for instance, single, consolidated invoice per month, etc.).
• The year-to-year budget for ATSS is set by TSA several years in advance. However, funding that isn’t obligated, may be “swept” to fund higher priority requirements. This has made the use of
“tiers” or “options” difficult at the Order level since funding may not be available. The
Government is interested in receiving industry feedback on how the contract can be structured in light of this constraint.
• The Government would like to reduce or minimize travel costs associated with ATSS. How do you recommend this be done?
• The Government would like to better address handling testing failures and delays (i.e. what happens if a system isn’t ready to test requiring the tester to stay at a site longer than anticipated.)
• The Government would prefer a small number of “larger” orders per year versus multiple “small” orders, how do you recommend this be done?
