About this opportunity

The Transportation Security Administration is conducting a Broad Agency Announcement to identify, assess, and demonstrate innovative air cargo detection, screening, mitigation, and resilience capabilities that improve security effectiveness and operational efficiency across TSA-regulated, industry-operated air cargo environments. The BAA carries no set-aside and remains open until October 29, 2027 across three submission windows (January 15, 2027; May 15, 2027; October 29, 2027). TSA seeks solutions across seven capability areas: detection and characterization of threat materials using imaging, non-imaging, trace, chemical, biological, or sensor fusion approaches; automated analysis and decision support utilizing AI and machine learning; alarm resolution and discrimination to reduce false alarms; operational integration and throughput for scalable, mobile, modular approaches; risk-based and data-enabled screening; interoperability and open architecture compatible with TSA-approved processes; and vendor-identified air cargo challenges not captured in prior categories. White paper submissions must be up to five pages, ten slides, or seven minutes of video with transcript, and address company information, solution description, technical details, cybersecurity overview, demonstration feasibility with rough order of magnitude costs, metrics, and transition considerations. Selected vendors will pitch for 15 minutes plus 15 minutes of Q&A. TSA intends to enter into agreements at no cost to the Government or with funding subject to appropriations availability, using bailment agreements, other transaction agreements, or memorandums of agreement. Vendors must be registered in SAM.gov. Questions are due by October 29, 2026, to TSA.Innovation@tsa.dhs.gov.
