About this opportunity

The Department of Agriculture Forest Service seeks quotations for road rehabilitation on Trickel Park Road in the Grand Mesa, Uncompahgre, and Gunnison National Forest, Colorado, with proposals due September 10, 2026 at 11:00 AM CDT. This is a Total Small Business Set-Aside under NAICS 237310, foreclosing competition outside small business concerns with a size standard of $45 million.

Place of performance is Cedaredge, Colorado. The project comprises asphalt concrete pavement (2,750 tons of PG 58-28), subgrade improvement, and culvert installations (590 linear feet, ranging from 18 to 24 inches in diameter) across multiple stations along the road corridor. Technical requirements are detailed in the Statement of Work, Forest Service Supplemental Specifications (FSSS), and engineering plans with cross-sections and culvert details prepared by the Federal Highway Administration. The contractor must provide a Project Superintendent with minimum two years equivalent experience on-site throughout performance, plus a Quality Control Manager, Traffic Control Supervisor, Geotechnical Engineer, Public Information Officer, and Qualified Biologist/Consultant. Amendment 0001 issued August 25 clarifies that updated 2026 plans remove all 12-inch culverts previously shown; asphalt classification is Type I; the contractor must provide all quality control testing per Section 153; dewatering is anticipated, particularly for a 24-inch culvert at station 226+70 that flows year-round; and the contractor is responsible for utilities coordination via 811 "Call Before You Dig" protocol. Materials may be purchased and stored off-site with written Contracting Officer approval.

Period of performance runs September 23, 2026 through November 30, 2027, with 433 calendar days to complete all work. Evaluation criteria are technical approach (2–6 pages with construction schedule), past performance (up to 3 pages describing relevant projects from the last five years), and price. A 20% bid bond/offer guarantee (not to exceed $3 million) on SF 24 is required at time of offer; 100% Performance and Payment Bonds on SF 25 and SF 25A are due within 10 calendar days after award. Questions were due August 19. A mandatory site visit is scheduled for August 12, 2026 from 10:00 AM to 12:00 PM MST at the Grand Mesa Visitors Center. Monthly progress payments are available upon submission of properly certified requests, with payment due within 30 days of approval. The contractor must begin performance within 14 calendar days after award notice.
