About this file

This is Amendment 0001 to Solicitation 1240LT26Q0156, a consolidated questions and answers document issued by the USDA Forest Service on August 25, 2026, regarding the Trickel Park Road Asphalt project located on the Grand Mesa, Uncompahgre, and Gunnison National Forest in Colorado. The amendment incorporates revised project documents including Revision 1 to Attachment 4 (Map and Plans Part 1 of 2) and Addition of Attachment 8 (FS Addendum to Plans dated 8.17.2026). The period of performance runs from September 23, 2026 to November 30, 2026, with quotes due on September 10, 2026 at 10:00 AM Mountain Daylight Time. Offerors must acknowledge receipt of this amendment prior to the specified bid deadline through completion of items 8 and 15, or by separate written communication referencing the solicitation and amendment numbers.

The document contains 21 consolidated contractor questions and Forest Service responses addressing project specifications and logistics. Key clarifications include: updated 2026 plans remove all 12-inch culverts and associated concrete headwalls previously shown in 2023 plans; asphalt concrete pavement classification is Type I; no qualified biologist or field office is required; the contractor must provide all quality control testing per Section 153 of the specifications; dewatering is anticipated during culvert removal and replacement, particularly for a 24-inch culvert at station 226+70 that flows year-round; the contractor is responsible for identifying all utilities per the 811 "Call Before You Dig" protocol; materials may be purchased and stored off-site with written Contracting Officer approval; no merchantable timber is included in the project scope; and bio-based fluids are only required if equipment compatibility permits. The contractor is responsible for securing water through the Grand Mesa Water Users Association or Bureau of Reclamation rather than through Forest Service agreements.

SUBJECT: Summary of Changes, Amendment 0001, Consolidated Questions and Answers, Trickel Park Road Asphalt Grand Mesa, Uncompahgre, and Gunnison National Forest, Colorado

Contractor Questions:

1. Is there an updated version of the plans for 2026 for this project as the ones on SAM.gov are from 2023?

U.S. Forest Service Response:

See Att.8-C04 FS Addendum to Plans 8.17.2026 and Att.4-C04-Map and Plans Part 1 of 2 RV1

2. The plans have 12-inch culverts. The 12-inch culverts were not in the schedule of items.

U.S. Forest Service Response:

See question 1.

3. Can you provide a copy of the sign-in sheet?

U.S. Forest Service Response:

The sign-in sheet is incorporated into this amendment, but phone numbers have been redacted for privacy reasons.

4. Can we have the two days following the fourteen-day work period followed by the two-day no contract work closure coincide with the holidays.

U.S. Forest Service Response Yes, no issues with that coinciding.

5. In this bid, we noticed a line item of dewatering. Do you anticipate much dewatering through this project or is this just in case the winning contractor comes across water?

U.S. Forest Service Response:

We anticipate dewatering during culvert removal and replacements. There is one culvert at station 226+70 that historically flows year-round. Dewatering will be required during the removal and replacement of that culvert. Dependent upon the time of the year, other culverts may also require dewatering.

6. Can the pre-walk-through list be released so that we may reach out to any interested contractors to offer support through this project?

U.S. Forest Service Response:

See question 3.

7. Will a field office be required?

U.S. Forest Service Response:

Not required per Att.8-C04 FS Addendum, see question 1.

8. Will the contractor be required to provide all QC testing for all materials utilized for this project?

U.S. Forest Service Response:

Yes it is in the Specifications (Att.3 - C04 – FSSS). Section 153 Contractor Quality Control.

9. Are there updated plans for this project? The ones on SAM.GOV are from 2023.

U.S. Forest Service Response:

See question 1.

10. Reference FSSS 105.05 Use of Material Found in the Work. The specifications state to place excess material safely at government-approved location, at no additional cost to government. Can the location be located on the drawings so contractor can properly estimate trucking and equipment required to export excess soil?

U.S. Forest Service Response:

If we cannot find a suitable location within the drawings for excess material, we will use the Military Park Gravel Pit at latitude 39.064956° and longitude - 107.881366°.

11. Is any “merchantable timber” anticipated to be included within the project scope?

U.S. Forest Service Response:

There is no merchantable timber included in this project.

12. Are there drawings that indicate utilities under the roadway that services the residential areas?

U.S. Forest Service Response:

There are no drawings indicating utilities under the roadway. The contractor is responsible for all utilities. Refer to the drawings cover sheet. 811. Know what's below. Call before you dig.

14. To avoid potential material price increases can we purchase materials for the project, store them in our yard and bill for the material? The storage will be secure and open for inspection.

U.S. Forest Service Response:

Yes, materials can be purchased and stored in your yard. The Contracting Officer will have to agree, in writing, with billing for the materials and inspection methods for approval prior to arriving on-site. If the site is within a 1.5- hour drive, one-way, from the Forest Supervisor's Office in Delta Colorado, then it is reasonable for the COR to drive to and inspect the materials.

15. Coffer dam and dewatering are shown on the Schedule of Items, but no location is shown on the blueprints, where are the locations?

U.S. Forest Service Response:

Locations are determined by water in flows of the culverts during the time of replacements. The 24-inch culvert at station 226+70 is historically known for flowing water year-round.

16. Please clarify the 12-inch culvert use shown on the blueprints U.S. Forest Service Response:

See question 1. All 12-inch culverts and 12-inch concrete headwalls for the 12-inch culverts have been removed from the drawings. Refer to the revised drawings.

17. Sheet B10 Schedule A Signing Summary. Where should these bid prices be placed for 63301-000,63308-2000 & 3000?

U.S. Forest Service Response:

633308-2000 and 63308-3000 has been removed from the drawings. There will be no type 2 object markers for this project. Refer to the revised drawings.

18. Please clarify the Asphalt Concrete Pavement classification. Is it Type I or Type II?

U.S. Forest Service Response:

The asphalt concrete pavement type classification shall be TYPE I.

19. In the statement of work, will a qualified biologist/consultant be required as stated under 7.0 Contractors Key Personnel ? If so how long?

U.S. Forest Service Response:

No, a qualified biologist will no longer be required for this project.

20. Will the contractor be required to utilize the bio-based fluids in their equipment?

U.S. Forest Service Response:

Only if the equipment accepts bio-based fluids without causing damage to the equipment.

21. Can the contractor use water from the lakes for dust control, and soil conditioning?

U.S. Forest Service Response:

The USDA Forest Service has no water use agreements for water from any of the lakes on the Grand Mesa. The successful contractor is responsible for water. You can contact either the Grand Mesa Water Users Association or the Bureau of Reclamation (BOR) for additional questions regarding water use from lakes on the Grand Mesa.
