About this file
This document is a sustainable products guidance list for the federal contract titled "CON-NFSR 121 TRICKEL PARK (ASPHALT) ROAD RECONSTRUCTION."
The document outlines requirements for program officials to identify and incorporate biobased products and energy-efficient products into contract requirements where feasible. Program personnel must conduct market research to determine availability and cost of biobased products when developing statements of work, performance-based work statements, statements of objectives, and product item descriptions. Three primary sustainability requirements are specified: (1) Biobased Products – contractors should consider biobased alternatives to non-biobased products across categories including custodial and grounds maintenance; (2) Energy Efficient Products per FAR 52.223-15 – contractors must ensure energy-consuming products are ENERGY STAR® or FEMP-designated products at contract award for delivered items, contractor-acquired items for federally-controlled facilities, government-furnished items, or items incorporated in building design, construction, renovation, or maintenance, unless the product is unavailable in these programs or approved otherwise by the Contracting Officer; and (3) EPA-Designated Items per FAR 52.223-17 – contractors must maximize use of products containing recovered materials that are EPA-designated items unless competitively unavailable within the required timeframe, unable to meet performance requirements, or unreasonably priced. Product categories include construction, landscaping, vehicular, transportation, park and recreation, paper, nonpaper, and miscellaneous. The document includes an incomplete tracking table for biobased products, energy-efficient products, and EPA-designated items.
