About this opportunity
The Air Force Sustainment Center at Tinker Air Force Base seeks a firm fixed-price contract for complete audio and visual system upgrade to the Tinker Event Center Ballroom, with quotations due July 31, 2026, at 14:00 CST. This is a commercial items acquisition under FAR Part 12 with no set-aside, NAICS code 334310 (Audio and Video Equipment Manufacturing, 750-employee size standard).
Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma (5333 Mitchell Avenue, Building 5317). The contractor must remove the existing 20-year-old system and install a turnkey A/V system supporting multiple functions, teleconferencing, and videoconferencing in compliance with local security guidelines. The scope includes equipment procurement, delivery, physical installation, system integration, programming and commissioning, acceptance testing, training, closeout documentation, and a three-year extended warranty with same-day phone support and next-day on-site repair.
Key technical requirements include three 4K UHD laser projectors with motorized screens (120"×90", flexible to 92–100" in 16:9 aspect ratio), two mobile 85-inch displays, 39 ceiling speakers across seven independently controlled audio zones, six wireless microphones (four handheld, four lapel), eight digital encrypted wireless tabletop microphones with charging bases, and two HD cameras for videoconferencing. The system must support Zoom for Government and Microsoft Teams via BYOD with USB-C and HDMI connectivity at front and back of three moveable room segments. All cabling must be hidden within conduit or ceilings, fully shielded. Hardware and software for NIPRNet or SECRET processing must be on the Air Force Evaluated Products list with FIPS 140.3-compliant cryptography for wireless capabilities. A dedicated isolated AV network with no connection to base or commercial infrastructure is required.
Anticipated period of performance is 90 days, though offerors may propose alternative timelines with specified start and end dates. Work hours are Monday–Friday, 0730–1630, excluding weekends, federal holidays, and Air Force family days. The Government reserves the right to award no contract; funds are not presently available. Physical site visits are encouraged for July 13, 2026 (9:00–11:00 AM or 1:00–3:00 PM CT); Entry Authorization List requests are due July 2, 2026, with completed submissions due July 6. Requests for Information were due July 20. Proposals must include three volumes: technical approach, past performance from the last five years on similar AV system projects, and detailed price breakdown by contract line items. Amendment 003 was posted July 27, 2026.
