About this file

This is a Statement of Work (SOW) for the Tinker Event Center Ballroom Audio and Visual Upgrade at Tinker Air Force Base, dated 03 April 2026.

The project requires complete removal of the existing 20-year-old audio and visual system and installation of a modern, turnkey A/V system to support Department of War functions, briefings, conferences, and video teleconferencing. The ballroom features movable walls enabling configuration as three independent rooms or a single unified space. The contractor must furnish all equipment, supplies, tools, and labor. Key equipment requirements include: three laser projectors with 4K UHD over IP cinema resolution; one motorized projection screen and two 80-85" mobile screens with electronic roll-up; one 80-85" flat panel smart TV with articulating wall mount; media matrix switch for HDMI/VGA routing; scaling receivers with room controls; video codec for videoconferencing with high-definition webcam; six wireless microphones (handheld and lapel) and eight digital encrypted tabletop microphones; digital sound processor with echo cancellation and VOIP interface; 39 ceiling speakers; seven speakers with seven amplification channels for seven zones; six 10" A/V display controls with graphical user interface in equipment cabinet; and lockable black metal communication cabinet. All cabling must be hidden in conduit or ceilings, fully shielded to prevent EMI/RFI interference. The system must support Zoom for Government and Microsoft Teams via Bring Your Own Device (BYOD) environment with connectivity at front and back of all three room segments using quick-disconnect interfaces. Work is scheduled Monday-Friday, 0730-1630, excluding weekends, federal holidays, and Air Force family days. The contractor must provide operational manuals prior to completion and conduct comprehensive training within five days of installation covering system operation, VTC connectivity, room configuration procedures, and troubleshooting. A three-year extended warranty is required including same-day phone support, next-day on-site repair, next-day repair window or advance replacement, and all shipping costs. Security requirements mandate contractor background investigation for base access, Trade Agreements Act compliance, Air Force Evaluated Products list certification for NIPRNet and SIPR-connected hardware/software, and FIPS 140.3-compliant cryptography for wireless capacities.

1.0 INTRODUCTION/OVERVIEW

1.1 BACKGROUND

The current audio and visual equipment at the Tinker Event Center Ballroom have malfunctioned in the past few years and new equipment has been purchased off and on to allow the current system to function. Upgrading the system would allow a more diverse product for Tinker’s Event Center to offer its customer base. The current system is approximately 20 years old and malfunctions on a regular basis. Serves as a critical, multi-use venue for Department of War (DoW) functions, briefings, and conferences. The facility features a dynamic architectural layout with movable walls, enabling the space to be configured as either three independent conference rooms or a single unified conference or ballroom. While various replacement components have been purchased intermittently as stopgap measures, the system remains incapable of seamlessly supporting modern unified communications or the varied technical demands of the shifting room configurations.

1.2 SCOPE

The contractor must remove the current audio and visual equipment in the Tinker Ballroom and install new high-quality audio and visual equipment that is able to support different functions and tele/video conferences in accordance with local security guidelines.
