To clarify, the pricing matrix that was posted this morning is unlocked, thereby allowing offerors to manipulate columns to avoid "###" for long numbers.  Offerors may use either the old or new matrix, as one or the other is a mandatory submission.  An offeror will not be penalized if they use the old matrix and it has "###" in some of the cells, as we will look to Section B as well as use the electronic copy to see the actual numbers.  Thank you, Kim.

Added: Aug 20, 2015 11:27 am The purpose of this amendment is to make administrative changes to Section M and PWS Appendix 4.9 Minimum Team Complement.  As these are minor in nature and should not impact proposals, we are not extending the offer due date.  If you have already shipped or submitted your proposal, you may either return this amendment in a separate envelope or via email to kimberly.delong.2@us.af.mil.

All registered attendees for the equipment site visit without access to Tinker AFB must meet at the visitor's center at 0730. At that time you will be greeted by myself or Ms. Delong and we will start the sign on process. Once all individuals are signed on we will meet in the west corner of the Base Exchange parking lot. If you have access to Tinker AFB already, please meet us at the BX parking lot by 0845. All attendees will be bused to the equipment location. An equipment evaluation site visit will be conducted on 24 July 2015 at Tinker AFB, OK beginning at approximately 9:00 A.M. CST.  Each company is limited to two attendees, and must register no later than 3:00 p.m. Central Standard Time (CST) on 15 July 2015.  All requests should be sent via e-mail to andre.casiano@us.af.mil and emily.mccollaum@us.af.mil with the email subject line of "Tinker AFB Site Visit Registration <company name>".  Failure to submit all required information with correct subject line by 15 July 2015, 3:00 p.m. CST will preclude an individual's eligibility to participate in the site visit. A meeting location will be posted by 17 July 2015 with site visit instructions.


Each site visit attendance request must include the following information: full name (first, middle, last), name of firm representing, position/title, email address/contact information, driver's license number, state issued,  date of birth and full nine digit Social Security number and in the event a driver's license is not available a state ID may be used. This information is required to run a complete background check. To safeguard the personal data of all visitors, these forms of ID are used only for identity proofing and vetting thru approved police and government networks and are not releasable outside police channels. All visitors of Tinker AFB are subject to background checks by 72 SFS.


*All costs for travel, meals and accommodations will be at the attendee's expense.

This pre-solicitation notice is for the acquisition of base civil engineer (CE) services-operations management at Tinker AFB, OK.  CE services-operations management is vital to the support of Tinker's warfighting missions and touches every person and organization on the installation.  The CE services-operations management requirement includes properly managing 18.5 million square feet in over 459 facilities and over 5,000 acres of land. Continued CE services-operations management is required to ensure installation facilities and infrastructure are maintained and operated so Tinker organizations can accomplish their missions.  Major functional areas to accomplish these services include:


•   Operations management;


•   Maintenance engineering support;


•   Resource management; and


•   General services including daily management and administration.


 


This acquisition is set-aside for 8(a) small businesses.  The North American Industry Classification System (NAICS) Code is 561210, with corresponding annual size standard of $38,500,000.    


The Government intends to award firm-fixed price contract/Cost Reimbursable Contractor Acquired Parts (CAP) CLIN with quality performance indicators (QPI) and a minimum team compliment (MTC) element from this solicitation.  This contract will have a 60-day transition period, a one-year basic  period, and three one-year option period with a final 10-month option period for a total contract performance period of 5 years.  The Government may require the Contractor to continue performance for an additional period of up to six months under the FAR 52.217-8 Option to Extend Services Clause. This is a competitive source selection conducted in accordance with FAR 15.3, as supplemented, in which the Government may trade off competing offeror's past performance with price, for all technically acceptable proposals.  The technical evaluation factors are as follows: (1) Transition; (2) Program Management (3) Personnel Management; and (4) Mission Essential Services.  The Government will evaluate past performance as approximately equal to price on technically acceptable proposals.  Award will be made to the offeror who is deemed responsible in accordance with the FAR Part 9, as supplemented, whose proposal conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L-Instructions to Offerors), and is assessed based on the evaluation factors and subfactors to represent the best value to the Government.  The Government seeks to award to the offeror who gives the Air Force the greatest confidence they will best meet the requirements.


 


IMPORTANT NOTICE:  Offerors are strongly recommended to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes an offeror ineligible for award of DoD contracts IAW FAR 4.1102.
