In the "Draft_4.9_Minimum_Team_Complement_(wtable)" (MTC) the Government identifies a few Apprentice positions but these positions are not in the Tinker_IAM_CBA_2013-2016 PDF file. Would the Government provide the details of the Apprenticeship program mentioned in CBA Appendix "E" along with the pay rates for the Apprentice positions? All apprentice positions have been removed from 4.9 MTC
Q&A 5, Question 228
The Government states the supervisor to employee ratio cannot exceed 1 to 15. We assume there must be at least one supervisor for every 15 employees and that exceed means 15 or less (for example 1 to 18 ratio would be less than the expected number of supervisors)? Is the intent to prevent the contractor from having too many supervisors, or too few? Should the supervisors be priced into the CLINS they are supervising or be part of the overhead CLIN? Does the Government have a minimum number of workers required before a supervisor must be assigned?
Supervisors are part of the overhead CLIN.
The Government expects the contractor to maintain a minimum of 1 to 15 supervisor to employee ratio for shop personnel as identified in the PWS.

Can the Government please clarify if the VPP is based on an individual or collectively by company? The requirement to work 1000 hours in three months under the same contract does not appear to be “trigger” that will ever occur for an individual.
It applies collectively to all contractors performing work on this contract. The successful offeror/team will perform more than 1000 hours in three months under this contract, thereby triggering the VPP requirement.

Has the storage facility for the Snow and Ice operational equipment already been constructed by the incumbent or is the winning bidder expected to construct this facility?
The storage facility shall be constructed by the new contractor.
The Tinker IAM CBA 2013-2016 describes three medical/dental/vision plans - TSS JV Benefit Plan, Advancia Corporation Benefit Plan and Dunamis Power Systems Benefit Plan. Each plan has significantly different Company Share costs. In order to more accurately estimate the costs associated with this insurance, will the Government provide the percentage of employees enrolled in each plan? For example: W% TSS JV Benefit Plan; X% Advancia Corporation Benefit Plan; Y% Dunamis Power Systems Benefit Plan and Z% not enrolled in plan. Also for each plan, what percentage are enrolled in Employee, Employee +1 and Family? For example: TSS JV Benefit Plan – X% Employee; Y% Employee +1 and Z% Family

In ITO Attachment 1.1, under the “Program Details Tab,” offerors are instructed to explain how your performance on this contract is relevant for each applicable factor or subfactor, as instructed under Past Performance in Section 52.212-2 of the RFP.” In the PPI Tool, is it the Government’s intent that offerors address relevancy to the technical subfactors within the Technical volume, along with any problems encountered? Does the Government expect offerors to also include a discussion of relevancy to the PWS?
Offerors should discuss relevancy of the technical subfactors and include the scope, magnitude and complexity of work from the PWS. For example, for the transition subfactor--offerors should discuss relevancy of past transitions of similar scope, magnitude and complexity as described in this PWS.

Not all critical equipment was made available during the visit, we request an additional site visit to view all the Government property that the contractor will need to include maintenance/replacement cost in their proposal? 81, 3.1
The only equipment was not available during the visit was sweeper/Lese 206957( UII), 1HTMMAAN62H(Serial Number).
After review of the Technical Exhibit 4.7 GFP - Government Furnished Property there are no service vehicles provided. Would the Government consider providing a vehicle bogie number so all competitors are on equal ground?
It is contractor's responsibility to identify the service vehicles as required to perform work identify in the PWS. The Government cannot provide the information requested.
Regarding the MTC provided in Amend 3; we believe there are math errors adding the Asbestos Tech and Fire System Mechanic, first error is in COLS 2 for emergency and sustainment. The list states total 95; but the math = 99.
The math is incorrect. The correct value should be 99. Forthcoming amendment shall fix this.
Several technical subfactors (such as program management, quality control, safety, etc.) are intertwined with the PWS in our past performance response. Considering the 5-page limit at 1.5 line spacing, would a comparison of a past performance to the PWS and an explanation of any issues encountered cover the Section L requirements? If not, could the page count be increased to allow additional arrangement of information?
Yes, this approach appears to be adequate, but as mentioned in the answer to #431, make sure that you relate it to the technical subfactors of this solicitation---applied to the major services in the PWS. We believe 5 pages is sufficient for you to provide enough information for us to make a determination of relevancy for each of our technical subfactors and the contract as a whole.
Contractor Constructed Facilities; is the cost of this new facility going to be considered a Cost Reimbursable, I do not see a line item on the 1442 for the cost of this new building, additionally it will be hard to project a cost given the site has not been selected/located with associated utility service locations.
Contractor constructed facility is not cost reimbursable. The proposed site is identified in the appendices. The Government will provide required utilities.

There are only four volumes listed in the Table in L.2.11.3. Please verify that volumes I through IV should be submitt
Yes, Please submit volumes I-IV in electronic format. There are only IV volumes. This has been corrected with amendment 0003.
Can you verify which is the proper title of the overall Tinker CE Site Manager. Is it the Program Manager, per 4.9 or Contract Manager per 1.1.4; we assumed that these position titles reference the same position. These are the same position.

The Areas in question were released in pdf format, would the government consider releasing the SF’s and Rep & Certs. etc in word/excel format for ease of manipulation; or is it permissible to submit only those sections in the released pdf format. The other required volume information such as TOC, Team Listing, Cross Reference Matrix and Company information can easily be submitted in the word/excel formats.
Yes, it is permissible to submit PDFs if they were released as PDFs.
