About this opportunity
The Department of the Interior's Interior Business Center seeks a contractor to furnish all labor, materials, equipment, services, and related operations for Heating Ventilation and Air Conditioning Maintenance and Repair services at National Park Service Rock Creek Park facilities in Washington, DC, with quotes due September 22, 2026 at 5:00 PM ET. This is a Total Small Business set-aside (NAICS 238220, $19 million size standard).
Place of performance includes 20 Rock Creek Park locations: CABA, Grove 24, D3 Police Substation, Pierce Barn Comfort Station, Pierce Barn, Pierce Mill, Grove 1, Edgewater Stables, Old Stone House, Montrose Comfort Station, Maintenance Yard, Nature Center, Klingle, Center for Urban Ecology, Conduit School, Nebraska House/Dorm, Battleground National Cemetery, H3 Police Station, Fitzgerald Tennis Center, and Landscape Architect Office. The consolidated inventory comprises 101 equipment units from 62 source records, including minisplit VRF systems (primarily Daikin), heat pumps (Friedrich, Amana, Retro Air), boilers (Navien, Weil McLain, Pennco), cooling towers, and packaged units.
The contract period runs from September 30, 2026 through September 29, 2031, structured as a 12-month base period with four 12-month option periods. The scope includes preventive maintenance, corrective repairs, emergency response, and initial condition assessment. Routine work occurs Monday through Friday, 6:30 AM to 3:30 PM Eastern Time; emergency response is required within 2 hours, 24/7. Personnel must hold District of Columbia licenses, EPA Section 608 certification for refrigerant handling, and applicable boiler licenses. Service Contract Labor Standards apply with rates including Pipefitter Maintenance ($79.64/hour), Engineering Technician ($35.64/hour), Electrician Maintenance ($36.50/hour), and Laborer ($20.47/hour).
Evaluation uses Lowest Price Technically Acceptable source selection, with technical acceptability as the primary factor followed by price reasonableness. Pricing is firm-fixed for scheduled preventive maintenance by facility and period, with routine consumables (filters, lubricants, cleaners, annual belts) included in the PM price. Unscheduled diagnosis, corrective labor, parts, refrigerant, and major repairs require separate written authorization and pricing. Questions were due September 18 (passed); the most recent amendment (0002, posted September 21) removed CLIN 00190 from the pricing sheet and extended the question deadline to September 21 at 12:00 PM ET. Contracting Officer is Angelina Clements; submit quotes to angelina_clements@ibc.doi.gov and rebecca_fentzke@ibc.doi.gov.
