2 Scope The Contractor shall provide management, qualified labor, supervision, transportation, tools, testing instruments, routine preventive-maintenance consumables, reports, and quality control necessary to perform this PWS. Scheduled preventive maintenance applies only to equipment listed in the final Attach 2 unless the Contracting Officer adds equipment by written contract action.
Corrective repairs, replacements, upgrades, restoration of failed systems, and correction of pre-existing deficiencies are excluded from the recurring preventive-maintenance price unless expressly identified in the Price Schedule. All such work requires advance written CO authorization regardless of dollar value.

8 Preventive Maintenance The Contractor shall maintain each asset under manufacturer instructions, the equipment-specific maintenance matrix, applicable codes, and these minimum requirements:
• Inspect condition, operation, controls, safeties, electrical connections, drains, pans, piping, insulation, dampers, motors, fans, bearings, coils, and accessible duct connections.
• Replace identified prefilters quarterly and final filters semiannually unless the equipment matrix specifies another frequency.
• Clean coils, condensate pans, accessible drains, and equipment compartments at specified frequencies.
• Inspect belts each visit and replace identified annual belts as included PM consumables.
• Check refrigerant circuit condition and evidence of leakage. Refrigerant required because of a leak is corrective work unless expressly included.

Restoration of the reported inoperable system is excluded from recurring PM unless separately scoped and priced.
10 Corrective Maintenance The Contractor shall report deficiencies discovered during PM and provide an estimate when requested.
Estimates shall identify asset, diagnosis, labor category and hours, parts, material pricing, equipment rental, subcontractor work, schedule, warranty, and assumptions. Work shall not proceed based solely on COR discussion or because its value is below $2,000.
Callback work required to correct defective Contractor work shall be performed at no added cost. This does not apply to a distinct failure unrelated to the prior work.
11 Initial Condition Assessment Within 30 calendar days, the Contractor shall photograph each asset and nameplate; confirm identifiers, capacity, refrigerant or fuel, filter and belt data, and associated components; record operational status and observable pre-existing deficiencies; identify inaccessible assets; and submit an inventory discrepancy log and prioritized deficiency list.

DOI AAAP-0050 V3 Contractor Performance Assessment Reporting System (December
2015) https://www.ipp.gov/ mailto:IPPCustomerSupport@fiscal.treasury.gov
Notice to Contractors
Contractor Performance Assessment Reporting System (December 2015)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor
Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using
CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in CPARS for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award.
Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in CPARS marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
https://www.acquisition.gov/far/part-42#FAR_42_1502 https://www.acquisition.gov/far/subpart-42.15 https://www.cpars.gov/ https://www.cpars.gov/
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

Section M - Evaluation Factors for Award
52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)
(Deviation MAR 2026)
(a) Evaluation Factors
The Government intends to award to a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers listed in the relative order of importance:
1. Technical
2. Price
Quotes will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection process. The Government will first review the lowest-priced quote for technical acceptability. If the quote receives a "pass" rating for Factor 1 – Technical (compliance with all requirements of the Performance Work Statement, Technical Approach, Personnel Qualifications, Relevant Experience:), and Factor 2 – Price (reasonableness), it will be selected for award. If not, the Government will proceed to the next lowest-priced quote, continuing until a technically acceptable quote is identified. Only quotes rated "pass" for all mandatory technical requirements will be considered for award. Award will be made to the lowest-priced, technically acceptable offeror.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of Award. A written notice of award or acceptance of a quote furnished to the successful Quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Volume III - Factor 3 – Price
The price submission will not be scored or rated. Price will be evaluated in accordance with the RFO Part 12 procedures.
All assumptions, conditions or exceptions regarding price shall be included within the summary statement. Assumptions, conditions or exceptions which an offeror set forth may affect the acceptability of its quote, and as such, the government reserves the right to reject a quote on this basis.
