When a Contractor's judgment and objectivity in performing the contract requirements may be affected because performance has the potential to affect other interests of the Contractor, the result is an OCI based on impaired objectivity. Given the systems and software assurance services contemplated under this Contract, it is possible that a Contractor with other NASA contracts could have an impermissible OCI resulting in impaired objectivity. An OCI arising from other contracts currently held by a potential Offeror may render that Offeror ineligible for award of SAS unless the Offeror is able to propose an approach that fully mitigates the OCI. In addition, as previously stated, the resulting contract will include a "Limitation of Future Contracting" clause. To the extent a future NASA solicitation seeks products or services that are subject to review in performance of this Contract, the SAS Contractor would be ineligible to provide those products or services absent the CO's approval of a detailed plan that fully mitigates the OCI.

You are notified that industry is invited to review and comment on NASA Goddard Space Flight Center's release of the Draft RFP for Systems and Software Assurance Services (SAS).

An industry day and site visit will be held to brief interested parties on the draft solicitation. This meeting is scheduled for March 16, 2016, from 9:00 AM to 4:00 PM at the NASA IV&V Facility at 5000 NASA Boulevard, Fairmont, WV 26554, in the 5th floor Auditorium. Those interested in attending this meeting must submit a notice to the Contracting Officer 3 days in advance. Attendance is limited to no more than 3 persons for each Offeror.

An OCI arising from other contracts currently held by a potential Offeror may render that Offeror ineligible for award of SAS unless the Offeror is able to propose an approach that fully mitigates the OCI. In addition, as previously stated, the resulting contract will include a Limitation of Future Contracting clause. To the extent a future NASA solicitation seeks products or services that are subject to review in performance of this Contract, the SAS Contractor would be ineligible to provide those products or services absent the COs approval of a detailed plan that fully mitigates the OCI.
Offerors are encouraged to provide mitigation strategies addressing OCI concerns. Offerors should submit their strategies (not exceeding 10 pages) via e-mail to the Contracting Officer by December 11, 2015. The goal is to provide feedback on the Offerors mitigation strategies before the issuance of the Draft Request for Proposal. Offerors will not be considered ineligible from competition if mitigation strategies are not provided.

Added: Nov 03, 2015 4:05 pm NASA/GSFC intends to issue a Request for Proposal (RFP) for the Systems and Software Assurance Services (SAS) in support of NASA IV&V Facility in Fairmont, WV. The purpose of this contract is to acquire specialized system and software engineering and development and system and software assurance services. These services are performed on selected systems being developed by or for NASA, other Federal, State and local government agencies, commercial entities and/or other organizations and institutions as directed by the Government. These services can include work on classified information systems.
NASA is not requesting proposals at this time. NASA anticipates issuing a Draft RFP for a full and open competition which will result in an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Contract with Cost Plus Fixed Fee (CPFF) Task Orders. The anticipated release date of Draft RFP Solicitation NNG16544506R is on or about January 8, 2016 with comments due on or about February 8, 2016.
A Draft Statement of Work is attached to this synopsis for information purposes.
The NAICS Code and Size Standard are 541330 and $38.5M, respectively.
NASA intends to conduct oral proposals.
Additionally, the resulting contract will include a Limitation of Future Contracting. FAR 9.5 prohibits the Contractor from reviewing its own offers, products, or services, or those of its affiliate(s) or competitor(s) without proper safeguards to ensure objectivity in a manner that protects the Governments interests. Given the systems and software assurance services contemplated under this Contract, it is possible a Contractor with other NASA contracts could have an impermissible Organizational Conflict of Interest resulting from impaired objectivity. To the extent a future NASA solicitation seeks products or services that are subject to review in performance of this contract, the Contractor will be ineligible to provide those products or services unless the Contractor submits a specific plan fully mitigating the OCI and such plan is approved by the SAS Contracting Officer.
