TO: All Potential Offerors

SUBJECT: DRAFT Request for Proposal (DRFP), Solicitation No.

NNG16544506R, Systems and Software Assurance Services (SAS)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC), Independent Verification and Validation (IV&V) Systems and Software Assurance Services (SAS) draft solicitation. The principal purpose of this solicitation is to acquire specialized system and software engineering and development as well as system and software assurance services. These services will be performed on selected systems being developed by or for NASA, other Federal, State and local government agencies, commercial entities and/or other organizations and institutions as directed by the Government. The Statement of Work, Attachment A, describes the scope of the requirement.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches. Potential offerors should identify unnecessary or inefficient requirements. Potential offerors are encouraged to comment on any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Potential offerors are also encouraged to comment on the clarity of the Project Scenarios (PS) and their ability to effectively price each

PS.

FAR 9.5 generally addresses Organizational Conflicts of Interest (OCI). When a Contractor’s judgment and objectivity in performing the contract requirements may be affected because performance has the potential to affect other interests of the Contractor, the result is an OCI based on impaired objectivity. Given the systems and software assurance services contemplated under this Contract, it is possible that a Contractor with other NASA contracts could have an impermissible OCI resulting in impaired objectivity. An OCI arising from other contracts currently held by a potential offeror may render that offeror ineligible for award of SAS unless the offeror is able to propose an approach that fully mitigates the OCI. In addition, as previously stated, the resulting contract will include a “Limitation of Future Contracting” clause. To the extent a future NASA solicitation seeks products or services that are subject to review in performance of this Contract, the SAS Contractor would be ineligible to provide those products or services absent the CO’s approval of a detailed plan that fully mitigates the

OCI.

This acquisition will be conducted as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541330 and the small business size standard is $38.5M. The NASA point of contact for Small Business concerns related to this procurement is Jennifer Perez on (301) 286-4379.

This competitive procurement will result in an Indefinite Delivery Indefinite Quantity (IDIQ) requirement with the ability to issue CPFF task orders. The contract will have an effective ordering period of five (5) years from the contract effective date. Phase-In will be conducted, under a separate contract or purchase order, during the up to 45-day period prior to the effective date of the contract.

The contract will be performed predominately onsite at the NASA’s IV&V Facilities in Fairmont, WV. Contract performance may also be other NASA facilities, offsite at the Contractor’s facilities, and other locations as deemed necessary for performance of the Statement of Work. Alternate places of performance may be specified in individual task orders issued. Spaces for approximately 100 persons are available at the NASA IV&V Facility in Fairmont, WV. Additionally, twelve (12) spaces are available at Kennedy Space Flight Center, Florida; four (4) spaces are available at GSFC, Greenbelt, MD and; four (4) spaces are available at Marshall Space Flight Center, Huntsville, Alabama. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility.
